The Subcommittee on Private Members' Business of the Standing Committee on Procedure and House Affairs met at 11:07 this day, in Room 112-N, Centre Block, the Chair, Harold Albrecht, presiding.

 

Members of the Subcommittee present: Harold Albrecht, Hon. Stéphane Dion, Scott Reid and Philip Toone.

 

In attendance: Library of Parliament: Michel Bédard, Analyst.

 
Pursuant to Standing Order 91.1(1), the Subcommittee considered the items placed in the order of precedence to determine whether they were non-votable according to the criteria adopted by the Standing Committee on Procedure and House Affairs.

Stéphane Dion moves, — That Bill C-292, An Act to amend the Corrections and Conditional Release Act (victims’ restitution and monetary awards for offenders), be designated as a non-votable item.

After debate, the question was put on the motion of Stéphane Dion and it was adopted on the following recorded division: YEAS: Philip Toone, Stéphane Dion — 2; NAYS: Scott Reid — 1.

Scott Reid moves, That Bill C-315, An Act to amend the Canada Labour Code (French language), be designated as a non-votable item.

After debate, the question was put on the motion of Scott Reid and it was negatived on the following recorded division: YEAS: Scott Reid — 1; NAYS: Philip Toone, Stéphane Dion — 2.

Scott Reid moves, That Bill C-312, An Act to amend the Constitution Act, 1867 (democratic representation), be designated as a non-votable item.

After debate, the question was put on the motion of Scott Reid and it was negatived on the following recorded division: YEAS: Scott Reid — 1; NAYS: Philip Toone, Stéphane Dion — 2.

It was agreed, — That the Subcommittee present a report listing those items which it has determined should not be designated non-votable and recommending that they be considered by the House.

It was agreed — That the Chair report the Subcommittee's findings to the Standing Committee on Procedure and House Affairs as soon as possible.

 

At 12:29 , the Subcommittee adjourned to the call of the Chair.
