The Standing Committee on Public Safety and National Security met at 3:30 p.m. this day, in Room 306, La Promenade Building, the Chair, Kevin Sorenson, presiding.

 

Members of the Committee present: Jay Aspin, Sylvain Chicoine, Candice Hoeppner, Marie-Claude Morin, Rick Norlock, Brent Rathgeber, Jasbir Sandhu, Francis Scarpaleggia, Kevin Sorenson and Wai Young.

 

Acting Members present: Dean Allison for Ryan Leef and Raymond Côté for Randall Garrison.

 

In attendance: Library of Parliament: Julie Béchard, Analyst; Tanya Dupuis, Analyst.

 

Witnesses: Department of Citizenship and Immigration: Claudette Deschênes, Assistant Deputy Minister, Operations; Caroline Melis, Director General, Operational Management and Coordination. SafeTracks GPS Solutions Inc.: Robert Aloisio, Director of Business Development. Edmonton Police Service: James Clover, Project Manager, Electronic Operations, Behavioural Assessment Unit.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, January 31, 2012, the Committee resumed its study of electronic monitoring.
 

Claudette Deschênes made a statement and, with Caroline Melis, answered questions.

 

At 4:17 p.m., the sitting was suspended.

At 4:19 p.m., the sitting resumed.

 

Robert Aloisio and James Clover, by videoconference from Edmonton, Alberta, made statements and answered questions.

 

At 5:15 p.m., the sitting was suspended.

At 5:16 p.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That, in relation to the study of electronic monitoring, the proposed budget in the amount of $38,250 be adopted.

 

It was agreed, — That the Committee devote up to four meetings to the consideration of Bill C-293, An Act to amend the Corrections and Conditional Release Act (vexatious complaints).

 

It was agreed, — That members submit their initial witness lists for the consideration of Bill C-293 to the Clerk by Monday, March 12, 2012.

 

At 5:29 p.m., the Committee adjourned to the call of the Chair.
