The Standing Committee on Public Safety and National Security met at 3:30 p.m. this day, in Room 228, La Promenade Building, the Chair, Kevin Sorenson, presiding.

 

Members of the Committee present: Jay Aspin, Candice Hoeppner, Ryan Leef, Marie-Claude Morin, Brent Rathgeber, Jasbir Sandhu, Francis Scarpaleggia, Kevin Sorenson and Wai Young.

 

Acting Members present: Charmaine Borg for Randall Garrison, Guy Caron for Sylvain Chicoine, Joyce Murray for Francis Scarpaleggia and Bernard Trottier for Rick Norlock.

 

In attendance: Library of Parliament: Tanya Dupuis, Analyst.

 

Witnesses: Department of National Defence: Anthony Ashley, Director General, Defence Research and Development Canada - Centre for Security Science; Pierre Meunier, Portfolio Manager, Surveillance, Intelligence and Interdiction, Defence Research and Defence Canada - Centre for Security Science. John Howard Society of Manitoba, Inc.: John Hutton, Executive Director. John Howard Society of Canada: Catherine Latimer, Executive Director. As an individual: Paul Gendreau, Professor Emeritus, University of New Brunswick, Visiting Scholar, University of North Carolina.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, January 31, 2012, the Committee resumed its study of electronic monitoring.
 

Anthony Ashley made a statement and, with Pierre Meunier, answered questions.

 

At 4:31 p.m., the sitting was suspended.

At 4:34 p.m., the sitting resumed.

 

Catherine Latimer, John Hutton and Paul Gendreau made statements and answered questions.

 

At 5:30 p.m., the Committee adjourned to the call of the Chair.
