The Standing Committee on Government Operations and Estimates met in a televised session at 3:31 p.m. this day, in Room 237-C, Centre Block, the Chair, Pat Martin, presiding.

Members of the Committee present: Dan Albas, Jay Aspin, Denis Blanchette, Kelly Block, Peter Braid, Hon. Ron Cannan, Linda Duncan, Jacques Gourde, Pat Martin, Hon. John McCallum, Mathieu Ravignat and Bernard Trottier.

Associate Members present: Mike Wallace.

In attendance: Library of Parliament: Raphaelle Deraspe, Analyst ; Lindsay McGlashan, Analyst.

Appearing: Hon. Tony Clement, President of the Treasury Board and Minister for the Federal Economic Development Initiative for Northern Ontario.

Witnesses: Treasury Board Secretariat: Yaprak Baltacioglu, Secretary of the Treasury Board Secretariat; Grace Chennette, Executive Director, Financial Management Directorate; Bill Matthews, Assistant Secretary, Expenditure Management Sector; Marcia Santiago, Senior Director, Expenditure Management Sector, Expenditure Operations and Estimates Division; Sally Thornton, Executive Director, Expenditure Strategies and Estimates, Expenditure Management Sector; Christine Walker, Assistant Secretary and Chief Financial Officer, Corporate Services.

Pursuant to Standing Order 108(3)(c)(iii), the Committee commenced consideration of the Main Estimates 2013-14 referred to the Committee on Monday, February 25, 2013.

Pursuant to Standing Order 81(4), the Committee commenced consideration of the Main Estimates 2013-14: Votes 1, 5, 10, 20, 25, 30, 33, 40 and 50 under TREASURY BOARD, referred to the Committee on Monday, February 25, 2013.

The Minister made a statement and, with the other witnesses, answered questions.

At 4:35 p.m., the sitting was suspended.

At 4:37 p.m., the sitting resumed.

The Committee resumed consideration of the Main Estimates 2013-14. Questioning of the witnesses resumed.

Linda Duncan moved, — That the Committee invite the Speaker of the Senate and the Government Leader in the Senate to appear no later than Tuesday, May 28, 2013, for the review of the Senate 2013-14 Main Estimates.

Debate arose thereon.

Peter Braid moved, — That the Committee proceed to sit in camera.

The question was put on the motion and it was agreed to, by a show of hands: YEAS: 7; NAYS: 3.

At 5:11 p.m., the sitting was suspended.

At 5:12 p.m., the sitting resumed in camera.

At 5:18 p.m., the Committee adjourned to the call of the Chair.
