The Standing Committee on Government Operations and Estimates met at 11:01 a.m. this day, in Room 228, La Promenade Building, the Chair, Pat Martin, presiding.

 

Members of the Committee present: Dan Albas, Jay Aspin, Denis Blanchette, Kelly Block, Peter Braid, Hon. Ron Cannan, Linda Duncan, Pat Martin, Hon. John McCallum, Mathieu Ravignat and Bernard Trottier.

 

Acting Members present: Hon. Michael D. Chong for Jacques Gourde.

 

In attendance: Library of Parliament: Raphaelle Deraspe, Analyst; Lindsay McGlashan, Analyst.

 

Witnesses: Enermodal Engineering: Stephen Carpenter, President. Canada Green Building Council: Thomas Mueller, President and Chief Executive Officer. Ameresco Canada Inc.: Dave Seymour, Vice-President, Eastern Region.

 
Pursuant to Standing Order108(3)(c)(iv) and the motion adopted by the Committee on Thursday, September 27, 2012, the Committee resumed its study of energy efficiency in government buildings, structures and public works.
 

Dave Seymour, Thomas Mueller and Stephen Carpenter made statements and answered questions.

 

Linda Duncan gave notice of the following motions:

That the Committee invite the Speaker of the Senate and the Government Leader in the Senate to appear no later than May 28, 2013, for the review of the Senate 2013-14 Main Estimates.

That the Committee invite the Senate Ethics Officer to appear no later than May 28, 2013, for the review of the Senate Ethics Officer 2013-14 Estimates.

 

The Committee resumed consideration of its study of energy efficiency in government buildings, structures and public works. Questioning of the witnesses resumed.

 

At 12:48 p.m., the sitting was suspended.

At 12:50 p.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the Eleventh Report from the Subcommittee on Agenda and Procedure, which read as follows, be concurred in:

Your Subcommittee met on Thursday, March 7, 2013, to consider the business of the Committee and agreed to make the following recommendations:

1. That the witnesses who appeared briefly at the meeting of Thursday, March 7, 2013, as part of the study on energy efficiency in government buildings, structures and public works be invited to reappear at the meeting of Tuesday, April 16, 2013;

2. That officials from the Federal Buildings Initiative and the Office of Energy Efficiency of the Department of Natural Resources, as well as officials from the Office of Greening Government Operations of the Department of Public Works and Government Services be invited to appear again at the conclusion of hearings for the study on energy efficiency in government buildings, structures and public works on Thursday, April 18, 2013;

3. That the meetings of Tuesday, April 23; Thursday, April 25; and Tuesday, April 30, 2013, be dedicated to the consideration of the Main Estimates for 2013-14, and that the list of witnesses invited to appear be as follows: the President of the Treasury Board Secretariat and relevant officials on Tuesday, April 23; the Minister of Public Works and Government Services and relevant officials, and Shared Services Canada officials, on Thursday, April 25; and Privy Council Office officials on Tuesday, April 30;

4. That the meetings of Thursday, May 2, and Tuesday, May 7, 2013, be dedicated to the consideration of the Main Estimates for 2013-14, and that the list of witnesses invited to appear at these meetings be determined by the Committee at a later date;

5. That the meetings of Thursday, May 9, and Tuesday, May 21, 2013, be dedicated to the consideration of the draft report on the study on energy efficiency in government buildings, structures and public works, and that the consideration of the draft report begins on Tuesday, May 7, should the Committee does not consider the Main Estimates for 2013-14 on that day;

6. That, for its meeting of Tuesday, May 28, 2013, the Committee invite the Minister of Public Works and Government Services and/or officials from that department to appear in order to provide an update on the recently announced changes to the integrity provisions for procurement and real property transactions.

 

It was agreed, — That the Committee set aside 15 minutes at the end of its next meeting for an in camera discussion on future business.

 

It was agreed, — That the clerk continue his discussions with the Treasury Board Secretariat to find an alternate date and time for a meeting on the Main Estimates 2013-14 with the President of the Treasury Board and officials, as Tuesday, April 23, 2013, was not a possibility.

 

At 1:00 p.m., the Committee adjourned to the call of the Chair.
