The Standing Committee on Government Operations and Estimates met in a televised session at 8:50 a.m. this day, in Room 237-C, Centre Block, the Chair, Pat Martin, presiding.

 

Members of the Committee present: Denis Blanchette, Kelly Block, Peter Braid, Hon. Ron Cannan, Linda Duncan, Jacques Gourde, Jean-François Larose, Pat Martin, Hon. John McCallum, Bernard Trottier and Mike Wallace.

 

Acting Members present: Lawrence Toet for Costas Menegakis.

 

In attendance: Library of Parliament: Tina Lise LeGresley, Analyst; Lindsay McGlashan, Analyst.

 

Witnesses: Treasury Board Secretariat: Bill Matthews, Assistant Secretary, Expenditure Management Sector; Alister Smith, Associate Secretary; Sally Thornton, Executive Director, Expenditure Operations and Estimates, Expenditure Management Sector; Christine Walker, Assistant Secretary and Chief Financial Officer, Corporate Services.

 
Pursuant to Standing Order 108(3)(c)(viii), the Committee commenced consideration of the Supplementary Estimates (B) 2012-13.
 
Pursuant to Standing Order 81(5), the Committee commenced consideration of the Supplementary Estimates (B) 2012-13: Votes 1b and 15b under TREASURY BOARD referred to the Committee on Thursday, November 8, 2012.
 

Alister Smith made a statement and, with the other witnesses, answered questions.

 

Linda Duncan moved, — That the President of the Treasury Board be invited to appear in order to inform the Committee of the savings achieved to date as a result of the cuts to the public service.

 

The question was put on the motion and it was negatived, by a show of hands: YEAS: 4; NAYS: 7.

 

The Committee resumed consideration of Supplementary Estimates (B) 2012-13. Questioning of the witnesses resumed.

 

John McCallum moved, — “That, in relation to the decision of the House of Commons to refer the Seventh Report of the Committee back to the Committee, the Committee hold at least one meeting to hear from the President of the Treasury Board in order to know which specific recommendations require ‘clarification and enhancement’; that the Committee also consider amending the recommendations in the report; and that at the end of the meeting, it report back to the House an amended report”.

 

Mike Wallace moved, — That the Committee proceed to sit in camera.

 

The question was put on the motion and it was agreed to, by a show of hands: YEAS: 7; NAYS: 4.

 

At 10:33 a.m., the sitting was suspended.

At 10:34 a.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the Ninth Report from the Subcommittee on Agenda and Procedure, which read as follows, be concurred in:

Your Subcommittee met on Tuesday, November 6, 2012, to consider the business of the Committee and agreed to make the following recommendations:

1. That, notwithstanding any decision made prior, the public hearings on energy efficiency in government buildings, structures and public works be postponed until 2013;

2. That, notwithstanding any decision made prior, the appearance by the President of the Public Service Commission to present her annual report and other Commission reports recently tabled in Parliament also be postponed until 2013;

3. That, notwithstanding any decision made prior, the meeting of Thursday, November 29, 2012, be devoted to consideration of the Supplementary Estimates (B) 2012–13, provided that the departments and agencies that will appear at that meeting are decided by the Committee during the week of November 19, 2012;

4. That, notwithstanding any decision made prior, the Committee devote its meetings of Tuesday, December 4 and Thursday, December 6, 2012, to consideration of a draft report pertaining to the study on the effectiveness of public private partnerships in the delivery of government services;

5. That, notwithstanding any decision made prior, the Treasury Board Secretariat be invited to appear before the Committee on Tuesday, December 11, 2012, with regard to the Secretariat’s follow up to the Committee’s Seventh Report entitled “Strengthening Parliamentary Scrutiny of Estimates and Supply”;

6. That, notwithstanding any decision made prior, the Department of Public Works and Government Services be invited to appear before the Committee on Thursday, December 13, 2012, to provide an update on the status of renovations and associated costs for the Parliamentary Precinct renovation project;

7. That the parties have until Wednesday, November 14, 2012, to submit electronically to the Clerk their list of preliminary questions for the departments and agencies that will appear as part of the consideration of the Supplementary Estimates (B) 2012–13;

8. That the parties have until Wednesday, November 14, 2012, to submit electronically to the Clerk their list of specific witnesses they would like to hear for the departments and agencies to appear as part of the consideration of the Supplementary Estimates (B) 2012–13;

9. That the Committee consider later during this session the question of statutory programs, in particular the Employee Benefit Plan, the Revolving Funds, and expenditures for ministers’ salaries and motor vehicle allowances.

 

It was agreed, — That the Canada Revenue Agency and the Department of Aboriginal Affairs and Northern Development Canada be invited to appear for one hour each at the meeting of Thursday, November 29, 2012, regarding the Supplementary Estimates (B) 2012-2013.

 

At 10:46 a.m., the Committee adjourned to the call of the Chair.
