The Standing Committee on Government Operations and Estimates met at 3:32 p.m. this day, in Room C-120, 1 Wellington Street, the Chair, Pat Martin, presiding.

 

Members of the Committee present: Denis Blanchette, Kelly Block, Alexandre Boulerice, Peter Braid, Ron Cannan, Jacques Gourde, Pat Martin, Hon. John McCallum, Mathieu Ravignat and Mike Wallace.

 

Acting Members present: Ted Opitz for Bernard Trottier and Bev Shipley for Scott Armstrong.

 

In attendance: Library of Parliament: Tina Lise LeGresley, Analyst; Lindsay McGlashan, Analyst; Alex Smith, Analyst.

 

Witnesses: As individuals: Harry Evans, Former Clerk of the Australian Senate; David McGee, Parliamentary Ombudsman.

 
Pursuant to Standing Order 108(3)(c)(vii) and the motion adopted by the Committee on Wednesday, February 1, 2012, the Committee resumed its study of the process for considering the estimates and supply.
 

David McGee, by videoconference from Wellington, New Zealand, made a statement and answered questions.

 

At 4:26 p.m., the sitting was suspended.

At 4:28 p.m., the sitting resumed.

 

Harry Evans, by videoconference from Canberra, Australia, made a statement and answered questions.

 

At 5:16 p.m., the sitting was suspended.

At 5:16 p.m., the Committee resumed sitting in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the Sixth Report from the Subcommittee on Agenda and Procedure, which read as follows, be concurred in:

1. That the Committee meetings of Monday, April 23; Wednesday, April 25; Wednesday, May 2; Monday, May 7; and Wednesday, May 9, 2012, be devoted to its review of the process for considering the estimates and supply; that the Department of Finance and the Treasury Board Secretariat be invited to appear at the meeting of Wednesday, May 9, 2012; and that, at other meetings, the Committee hear from other witnesses on the list of witnesses prepared by the Library of Parliament for this review, taking into account the following preferences: Sheila Fraser, David Good, Donald Savoie, Jack Stillborn and Allen Schick, as well as an official from the Government of Alberta;

2. That the Committee, for its meeting of Monday, April 30, 2012, on the 2012-2013 Main Estimates, invite the Privy Council Office and the Canadian International Development Agency to appear;

3. That the Committee, for its meeting of Monday, May 14, 2012, on the 2012-2013 Main Estimates, invite the Department of the Environment to appear;

4. That the Committee set aside its meeting of Wednesday, May 16, 2012, for a brainstorming session on the instructions to give analysts for drafting the report on the review of the process for considering the estimates and supply;

5. That the Committee, for its meeting of Monday, May 28, 2012, on the 2012-2013 Main Estimates, invite the Department of Canadian Heritage to appear;

6. That the Committee, for its meeting of Wednesday, May 30, 2012, on the 2012-2013 Main Estimates, invite the Department of Human Resources and Skills Development to appear; and

7. That the Committee set aside its meetings in June to consider the draft report on the review of the process for considering the estimates and supply.

 

At 5:18 p.m., the Committee adjourned to the call of the Chair.
