The Standing Committee on Official Languages met at 3:30 p.m. this day, in Room C-110, 1 Wellington Street, the Chair, the Hon. Michael D. Chong, presiding.

 

Members of the Committee present: Joyce Bateman, Tyrone Benskin, Corneliu Chisu, Hon. Michael D. Chong, Hon. Stéphane Dion, Pierre Dionne Labelle, Royal Galipeau, Yvon Godin, Jacques Gourde, Élaine Michaud and Bernard Trottier.

 

Acting Members present: Mark Strahl for Erin O'Toole.

 

Other Members present: Alexandrine Latendresse.

 

In attendance: Library of Parliament: Lucie Lecomte, Analyst; Marie-Ève Hudon, Analyst. House of Commons: Philippe Méla, Legislative Clerk; David-Andrés Novoa, Legislative Clerk.

 

Witnesses: Office of the Commissioner of Official Languages: Graham Fraser, Commissioner of Official Languages; Ghislaine Charlebois, Assistant Commissioner, Compliance Assurance Branch; Sylvain Giguère, Assistant Commissioner, Policy and Communications Branch; Johane Tremblay, Director and General Counsel, Legal Affairs Branch.

 
Pursuant to the Order of Reference of Wednesday, February 27, 2013, the Committee resumed consideration of Bill C-419, An Act respecting language skills.
 

Graham Fraser made a statement and, with Johane Tremblay, answered questions by videoconference from Winnipeg, Manitoba.

 

At 4:30 p.m., the sitting was suspended.

At 4:40 p.m., the sitting resumed.

 

The Committee commenced its clause-by-clause study of the Bill.

 

Pursuant to Standing Order 75(1), consideration of the Preamble and Clause 1, Short Title, were postponed.

The Chair called Clause 2.

 

On Clause 2,

Jacques Gourde moved, — That Bill C-419, in Clause 2, be amended by replacing lines 23 to 25 on page 1 with the following:

“her appointment, be able to speak and understand both”

Debate arose thereon.

 

Royal Galipeau moved, — That the amendment be amended by adding after the word “understand” the following: “clearly”

 

After debate, the question was put on the subamendment of Royal Galipeau and it was agreed to on the following recorded division: YEAS: Joyce Bateman, Tyrone Benskin, Corneliu Chisu, Stéphane Dion, Pierre Dionne Labelle, Royal Galipeau, Yvon Godin, Jacques Gourde, Élaine Michaud, Mark Strahl, Bernard Trottier — 11; NAYS: — 0.

 
Stéphane Dion moved, — That Bill C-419, in Clause 2, be amended by replacing line 31 on page 2 with the following:

“act;

k) Chairperson of the Canadian Broadcasting Corporation, appointed pursuant section 36 of the Broadcasting Act;

l) Chairman and Chief Executive Officer of the Canadian Radio-television and Telecommunications Commission, appointed pursuant to Section 6 of the the Canadian Radiotelevision and Telecommunications Commission Act. ”

 

After debate, the question was put on the amendment of Stéphane Dion and it was negatived on the following recorded division: YEAS: Tyrone Benskin, Stéphane Dion, Pierre Dionne Labelle, Yvon Godin, Élaine Michaud — 5; NAYS: Joyce Bateman, Corneliu Chisu, Royal Galipeau, Jacques Gourde, Mark Strahl, Bernard Trottier — 6.

 

The question was put on the amendment of Jacques Gourde, as amended, and it was agreed to.

 

Clause 2, as amended, carried on the following recorded division: YEAS: Joyce Bateman, Corneliu Chisu, Royal Galipeau, Jacques Gourde, Mark Strahl, Bernard Trottier — 6; NAYS: Tyrone Benskin, Stéphane Dion, Pierre Dionne Labelle, Yvon Godin, Élaine Michaud — 5.

 

At 5:15 p.m., by unanimous consent and pursuant to Standing Order 115(5), it was agreed that the Committee continue to sit.

 

After debate, Clause 3 was negatived on the following recorded division: YEAS: Tyrone Benskin, Stéphane Dion, Pierre Dionne Labelle, Yvon Godin, Élaine Michaud — 5; NAYS: Joyce Bateman, Corneliu Chisu, Royal Galipeau, Jacques Gourde, Mark Strahl, Bernard Trottier — 6.

 

The Chair called Clause 4.

Debate arose thereon.

 

At 5:29 p.m., the Committee adjourned to the call of the Chair.
