The Standing Committee on Industry, Science and Technology met in a televised session at 11:06 a.m. this day, in Room 253-D, Centre Block, the Chair, David Sweet, presiding.

Members of the Committee present: Peter Braid, Cheryl Gallant, Dan Harris, Hon. Mike Lake, Hélène LeBlanc, Phil McColeman, Hon. Geoff Regan, Kennedy Stewart, David Sweet, Glenn Thibeault and Mike Wallace.

Acting Members present: Ted Hsu for Hon. Geoff Regan and Devinder Shory for John Carmichael.

Other Members present: Ryan Cleary.

In attendance: Library of Parliament: Mathieu Frigon, Analyst.

Appearing: Hon. Mr. Gary Goodyear, P.C., M.P., Minister of State (Science and Technology) (Federal Economic Development Agency for Southern Ontario); Hon. Pursuant to Standing Order 81(5), the Committee resumed consideration of the Supplementary Estimates (B) 2012-2013: Votes 5b and 10b under ATLANTIC CANADA OPPORTUNITIES AGENCY, Vote 5b under ECONOMIC DEVELOPMENT AGENCY OF CANADA FOR THE REGIONS OF QUEBEC, Votes 1b, 5b, 10b, 35b, 55b, 60b, 65b, 70b, 80b and 95b under INDUSTRY and Vote 5b under WESTERN ECONOMIC DIVERSIFICATION referred to the Committee on Thursday, November 8, 2012.

By unanimous consent, the Chair calls Vote 1b under INDUSTRY and Vote 5b under ATLANTIC CANADA OPPORTUNITIES AGENCY.

The Hon. Christian Paradis and the Hon. Bernard Valcourt made statements and, with Susan Bincoletto, answered questions.

At 12:01 p.m., the sitting was suspended.

At 12:04 p.m., the sitting resumed.

The Hon. Gary Goodyear made a statement and, with Robert Dunlop and Bruce Archibald, answered questions.

Dan Harris moved, — That the Committee ask the Minister of Industry, the Minister of State (Science and Technology) and the Minister of State (Small Business and Tourism) to undertake to the Committee to release information that the Parliamentary Budget Officer has requested on the cuts in their departments.

RULING BY THE CHAIR

This motion does not relate directly to the Supplementary Estimates (B) 2012-2013 under consideration, therefore forty-eight (48) hour's notice shall be required for it to be considered by the Committee.

Whereupon, Dan Harris appealed the decision of the Chair.

The question: "Shall the decision of the Chair be sustained?" was put and the decision was sustained on the following recorded division: YEAS: Peter Braid, Cheryl Gallant, Ted Hsu, Mike Lake, Phil McColeman, Devinder Shory, Mike Wallace — 7; NAYS: Dan Harris, Hélène LeBlanc, Kennedy Stewart, Glenn Thibeault — 4.

At 1:03 p.m., the Committee adjourned to the call of the Chair.
