The Standing Committee on Human Resources, Skills and Social Development and the Status of Persons with Disabilities met at 8:49 a.m. this day, in Room 253-D, Centre Block, the Chair, Ed Komarnicki, presiding.

 

Members of the Committee present: Marjolaine Boutin-Sweet, Brad Butt, Ryan Cleary, Rodger Cuzner, Joe Daniel, Ed Komarnicki, François Lapointe, Colin Mayes, Phil McColeman and Devinder Shory.

 

Acting Members present: Hon. Mike Lake for Devinder Shory, Alexandrine Latendresse for Ryan Cleary, Wladyslaw Lizon for Kellie Leitch and Mike Sullivan for Chris Charlton.

 

In attendance: Library of Parliament: Sandra Gruescu, Analyst; André Léonard, Analyst.

 

Witnesses: Association of Families of Persons Assassinated or Disappeared: Michel Surprenant, Chair, Board of Directors. Canadian Parents of Murdered Children and Survivors of Homicide Victims Inc.: Yvonne Harvey, Chair and co-founder. Office of the Federal Ombudsman for Victims of Crime: Susan O'Sullivan, Federal Ombudsman for Victims of Crime. As individuals: Céline Hotte; Darlene Ryan; Bruno Serre; Christiane Sirois.

 
Pursuant to the Order of Reference of Tuesday, October 2, 2012, the Committee resumed consideration of Bill C-44, An Act to amend the Canada Labour Code and the Employment Insurance Act and to make consequential amendments to the Income Tax Act and the Income Tax Regulations.
 

Susan O'Sullivan, Michel Surprenant and Yvonne Harvey made statements and answered questions.

 

At 9:37 a.m., the sitting was suspended.

At 9:45 a.m., the sitting resumed.

 

Bruno Serre, Darlene Ryan, Christiane Sirois and Céline Hotte made statements and answered questions.

 

At 10:33 a.m., the sitting was suspended.

At 10:37 a.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the proposed budget in the amount of $7,330.00, for the study of Bill C-44, be adopted.

 

At 10:39 a.m., the sitting was suspended.

At 10:40 a.m., the sitting resumed in public.

 

Phil McColeman moved, — That the Committee proceed to sit in camera.

 

The question was put on the motion and it was agreed to, by a show of hands: YEAS: 6; NAYS: 5.

 

At 10:41, the sitting was suspended.

At 10:42, the sitting resumed in camera.

 

It was agreed, — That, notwithstanding the routine motion adopted on Tuesday, June 21, 2011, part IV of the document entitled “The Apprenticeship System in Canada: Trends and Issues” be distributed to all Committee Members in its original English version and that the French translation follow as soon as possible.

 

At 10:51 a.m., the Committee adjourned to the call of the Chair.
