The Standing Committee on Health met in a televised session at 3:30 p.m. this day, in Room 253-D, Centre Block, the Chair, Joy Smith, presiding.

 

Members of the Committee present: Kelly Block, Patrick Brown, Colin Carrie, Libby Davies, Hon. Hedy Fry, Parm Gill, Dany Morin, Anne Minh-Thu Quach, Djaouida Sellah, Joy Smith, Mark Strahl and John Williamson.

 

Acting Members present: Fin Donnelly for Libby Davies and Hon. Laurie Hawn for Kelly Block.

 

In attendance: House of Commons: Marie-France Renaud, Procedural Clerk. Library of Parliament: Sonya Norris, Analyst; Raphaelle Deraspe, Analyst.

 

Witnesses: Imperial Tobacco Canada : John Clayton, Vice-President, Corporate Affairs; Caroline Ferland, General Counsel, Corporate. Canadian Cancer Society: Rob Cunningham, Senior Policy Analyst. Southern Graphic Systems Canada, Manufacturing: David Haslam, Regional Senior Vice-President, Manufacturing. Health Canada: Hilary Geller, Assistant Deputy Minister, Healthy Environments and Consumer Safety Branch; Louis Proulx, Acting Director, Controlled Substances and Tobacco Directorate, Healthy Environments and Consumer Safety Branch; Cathy A. Sabiston, Director General, Controlled Substances and Tobacco Directorate, Healthy Environments and Consumer Safety Branch.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That in relation to the study of Proposed Tobacco Regulations, the proposed budget in the amount of $ 7,050 be adopted.

 
Pursuant to Standing Order 32(5) and the motion adopted by the Committee on Wednesday, June 15, 2011, the Committee commenced consideration of the proposed tobacco regulations, pursuant to the Tobacco Act, S.C. 1997, c. 13, sbs. 42.1(1), referred to the Committee on Thursday, June 9, 2011.
 

John Clayton, David Haslam and Rob Cunningham made statements and, with Caroline Ferland, answered questions.

 

At 4:46 p.m., the sitting was suspended.

At 4:51 p.m., the sitting resumed.

 

Hilary Geller made a statement and, with Louis Proulx and Cathy A. Sabiston, answered questions.

 

On motion of Libby Davies, it was agreed, — That, pursuant to the Order of Reference of Thursday, June 9, 2011, the Committee report the Proposed Tobacco Regulations to the House of Commons, without amendment.

 

On motion of Libby Davies, it was agreed, — That the Committee members approach the party Whips to seek unanimous consent for the adoption, in the House, of the report before the House adjourns for the summer.

 

At 5:34 p.m., the Committee adjourned to the call of the Chair.
