The Standing Committee on Health met at 8:46 a.m. this day, in Room 306, La Promenade Building, the Chair, Joy Smith, presiding.

Members of the Committee present: Kelly Block, Patrick Brown, Colin Carrie, Libby Davies, Hon. Hedy Fry, Parm Gill, Dany Morin, Anne Minh-Thu Quach, Djaouida Sellah, Joy Smith and Mark Strahl.

Acting Members present: Wladyslaw Lizon for John Williamson.

In attendance: House of Commons: Mike MacPherson, Legislative Clerk . Library of Parliament: Raphaelle Deraspe, Analyst ; Sonya Norris, Analyst.

Witnesses: Patrick Brown, M.P., Barrie. Canadian Breast Cancer Network: Cathy Ammendolea, Chair of the Board of Directors. VIP Breast Imaging: Tina Ureten, Founder and President; Susan Quinn-Mullins, Representative; Feather Janz, Representative. As an individual: Bruce Cole.

Pursuant to the Order of Reference of Friday, December 9, 2011, the Committee commenced consideration of Bill C-314, An Act respecting the awareness of screening among women with dense breast tissue.

Patrick Brown made a statement and answered questions.

At 8:55 a.m., the sitting was suspended.

At 8:56 a.m., the sitting resumed.

Cathy Ammendolea, Tina Ureten and Bruce Cole made statements and, with Feather Janz, answered questions.

At 10:02 a.m., the sitting was suspended.

At 10:03 a.m., the sitting resumed.

The Committee commenced its clause-by-clause study of the Bill.

Pursuant to Standing Order 75(1), consideration of the preamble was postponed.

The Chair called Clause 2.

On Clause 2,

Anne Minh-Thu Quach moved, — That Bill C-314, in Clause 2, be amended by replacing lines 1 to 3 on page 3 with the following:

“concerning breast cancer screening, including the implications of heterogeneous or dense breast tissue for breast cancer screening, by”

After debate, the question was put on the amendment of Anne Minh-Thu Quach and it was negatived on the following recorded division: YEAS: Libby Davies, Dany Morin, Anne Minh-Thu Quach, Djaouida Sellah — 4; NAYS: Kelly Block, Patrick Brown, Colin Carrie, Hedy Fry, Parm Gill, Wladyslaw Lizon, Mark Strahl — 7.

Anne Minh-Thu Quach moved, — That Bill C-314, in Clause 2, be amended by replacing lines 5 and 6 on page 3 with the following:

“exist on breast cancer screening, including information on breast density;”

Anne Minh-Thu Quach moved, — That Bill C-314, in Clause 2, be amended by replacing lines 12 and 13 on page 3 with the following:

“breast cancer in women, including women with heterogeneous or dense breast tissue, and”

The question was put on the amendment of Anne Minh-Thu Quach and it was negatived on the following recorded division: YEAS: Libby Davies, Dany Morin, Anne Minh-Thu Quach, Djaouida Sellah — 4; NAYS: Kelly Block, Patrick Brown, Colin Carrie, Hedy Fry, Parm Gill, Wladyslaw Lizon, Mark Strahl — 7.

Libby Davies moved, — That Bill C-314, in Clause 2, be amended by replacing line 15 on page 3 with the following:

“lenges, including increased awareness and education for practioners; and”

After debate, the question was put on the amendment of Libby Davies and it was negatived on the following recorded division: YEAS: Libby Davies, Dany Morin, Anne Minh-Thu Quach, Djaouida Sellah — 4; NAYS: Kelly Block, Patrick Brown, Colin Carrie, Hedy Fry, Parm Gill, Wladyslaw Lizon, Mark Strahl — 7.

Anne Minh-Thu Quach moved, — That Bill C-314, in Clause 2, be amended by adding after line 20 on page 3 the following:

“(d) working in collaboration with the provincial and territorial governments to establish national standards for systematic breast cancer screening for women who are 50 years of age or older.”

Libby Davies moved, — That Bill C-314, in Clause 2, be amended by adding after line 20 on page 3 the following:

“(d) including the need for more systematic follow up procedures, for women with heterogeneous or dense breast tissue.”

Hedy Fry moved, — That Bill C-314, in Clause 2, be amended by adding after line 20 on page 3 the following:

“(d) adopting, within the Canadian Breast Cancer Screening Initiative, a clearing house for best practices in terms of screening and detecting cancer in persons with dense breast tissue.”

Debate arose thereon.

At 10:33 a.m., the sitting was suspended.

At 10:36 a.m., the sitting resumed.

After debate, by unanimous consent, the amendment was withdrawn.
