The Standing Committee on Fisheries and Oceans met at 3:33 p.m. this day, in Room C-110, 1 Wellington Street, the Chair, Rodney Weston, presiding.

 

Members of the Committee present: Mike Allen, Patricia Davidson, Fin Donnelly, Rosane Doré Lefebvre, Bryan Hayes, Randy Kamp, Ryan Leef, Hon. Lawrence MacAulay, Robert Sopuck, Jonathan Tremblay and Rodney Weston.

 

Acting Members present: Earl Dreeshen for Robert Sopuck and Philip Toone for Ryan Cleary.

 

In attendance: Library of Parliament: Kristen E. Courtney, Analyst.

 

Witnesses: Government of British Columbia: Myron Roth, Industry Specialist, Aquaculture and Seafood, Policy and Industry Competitiveness Branch, British Columbia Ministry of Agriculture.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the Clerk of the Committee make the necessary arrangements for a reception on Monday, March 5, 2012, at 3:15 p.m., in Room 356-S, Centre Block, with a Parliamentary delegation from Norway.

 

Philip Toone gave the following notice of a motion:

- That, because the evidence demonstrates that the Canadian seal hunt is conducted humanely and sustainably, the Committee reaffirms its support for the Canadian seal industry.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, October 18, 2011, the Committee resumed its study of closed containment salmon aquaculture.
 

Myron Roth, by videoconference from Victoria, British Columbia, made a statement and answered questions.

 
Pursuant to Standing Order 108(2), the Committee commenced its study on the support for the Canadian seal industry.
 

Ryan Leef moved, — That, because the evidence demonstrates that the Canadian seal hunt is conducted humanely and sustainably, the Committee reaffirms its support for the Canadian seal industry.

Debate arose thereon.

 

Lawrence MacAulay moved, — That the motion be amended by adding after the word “industry” the following: “, and that, given the current state of the Canadian sealing industry and the inability of the Government to open new international markets for the industry, the Committee calls on the Government to significantly increase its efforts to protect and promote the sealing industry on the international stage, before the industry is permanently lost”.

 

After debate, the question was put on the amendment of Lawrence MacAulay and it was negatived, by a show of hands: YEAS: 3; NAYS: 6.

 

Randy Kamp moved, — That the motion be amended by adding after the word “industry” the following: “, and that this motion be reported to the House”.

 

After debate, the question was put on the amendment of Randy Kamp and it was agreed to.

 

Mike Allen moved, — That the motion be amended by adding after the word “industry” the following: “, and that, given the current state of the Canadian sealing industry, the Committee calls on the Government to continue its efforts to open new markets and to protect and promote the sealing industry on the international stage,”.

 

After debate, the question was put on the amendment of Mike Allen and it was agreed to, by a show of hands: YEAS: 6; NAYS: 0.

 

The question was put on the motion, as amended, and it was agreed to, by a show of hands: YEAS: 7; NAYS: 0.

 

The motion, as amended, read as follows:

That, because the evidence demonstrates that the Canadian seal hunt is conducted humanely and sustainably, the Committee reaffirms its support for the Canadian seal industry, and that, given the current state of the Canadian sealing industry, the Committee calls on the Government to continue its efforts to open new markets and to protect and promote the sealing industry on the international stage, and that this motion be reported to the House.

 

At 5:34 p.m., the Committee adjourned to the call of the Chair.
