The Standing Committee on Finance met in a televised session at 8:46 a.m. this day, in Room 237-C, Centre Block, the Chair, James Rajotte, presiding.

 

Members of the Committee present: Mark Adler, Hon. Scott Brison, Guy Caron, Raymond Côté, Brian Jean, Cathy McLeod, Peggy Nash, James Rajotte, Murray Rankin and Dave Van Kesteren.

 

Acting Members present: Gordon Brown for Shelly Glover, Sylvain Chicoine for Raymond Côté and Corneliu Chisu for Randy Hoback.

 

Associate Members present: Alexandre Boulerice.

 

Other Members present: Elizabeth May.

Pursuant to the Order of Reference of Tuesday, May 7, 2013, the Committee resumed consideration of Bill C-60, An Act to implement certain provisions of the budget tabled in Parliament on March 21, 2013 and other measures.
 

Kenneth V. Georgetti, Tom Charette, Brock Carlton, Ian Morrison and Chris Aylward made statements and answered questions.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Peggy Nash moved, — That the Standing Committee on Finance immediately undertake a study on the impact of Part 3 Division 17 of Bill C-60 on the independence of the Bank of Canada with respect to its setting of the nation’s monetary policy and its economic research activities.

 

After debate, the question was put on the motion and it was negatived, by a show of hands: YEAS: 5; NAYS: 6.

 

Guy Caron moved, — That the Standing Committee on Finance immediately undertake a study on the impact of Part 3 Division 17 of Bill C-60 on the independence of the Canada Pension Plan Investment Board with respect to its mandate of achieving a “maximum rate of return, without undue risk of loss” for the Canada Pension Plan.

 

After debate, the question was put on the motion and it was negatived, by a show of hands: YEAS: 5; NAYS: 6.

 

Murray Rankin moved, — That the Committee invite the Auditor General of Canada, and the appropriate officials, to appear before the Committee before Tuesday, June 11th, 2013, to discuss Chapter 3—Status Report on Collecting Tax Debts—Canada Revenue Agency in the Auditor General’s Spring 2013 Update.

 

After debate, the question was put on the motion and it was negatived, by a show of hands: YEAS: 5; NAYS: 6.

 

On motion of Brian Jean, it was agreed, — That a proposed budget in the amount of $26,500, for the study of Bill C-60, An Act to implement certain provisions of the budget tabled in Parliament on March 21, 2013 and other measures, be adopted.

 

On motion of Brian Jean, it was agreed, — That a proposed budget in the amount of $4,900, for the study of Bill C-462, An Act restricting the fees charged by promoters of the disability tax credit and making consequential amendments to the Tax Court of Canada Act, be adopted.

 
Pursuant to the Order of Reference of Tuesday, May 7, 2013, the Committee resumed consideration of Bill C-60, An Act to implement certain provisions of the budget tabled in Parliament on March 21, 2013 and other measures.
 

George Smith, Judy Dezell, Diane Bergeron, Denis Bolduc, Patrick Leclerc and Florian Sauvageau, by teleconference, from Montréal, Québec, made statements and, with Margaret McGrory, answered questions.

 

At 11:20 a.m., Peggy Nash took the Chair.

 

At 11:30 a.m., James Rajotte took the Chair.

 

At 11:50 a.m., the Committee adjourned to the call of the Chair.
