The Standing Committee on the Status of Women met in a televised session at 11:06 a.m. this day, in Room C-110, 1 Wellington Street, the Vice-Chair, Tilly O'Neill Gordon, presiding.

 

Members of the Committee present: Stella Ambler, Niki Ashton, Joyce Bateman, Joan Crockatt, Anne-Marie Day, Roxanne James, Tilly O'Neill Gordon, Hon. Judy Sgro, Susan Truppe and Wai Young.

 

Acting Members present: Jean Crowder for Marie-Claude Morin and Mylène Freeman for Sana Hassainia.

 

Associate Members present: Hon. Carolyn Bennett.

 

In attendance: Library of Parliament: Martha Butler, Analyst; Havi Echenberg, Analyst. House of Commons: Christine Holke David, Procedural Clerk; Philippe Méla, Legislative Clerk.

Pursuant to the Order of Reference of Wednesday, April 17, 2013, the Committee commenced consideration of Bill S-2, An Act respecting family homes situated on First Nation reserves and matrimonial interests or rights in or to structures and lands situated on those reserves.
 

Minister Valcourt and Minister Ambrose made statements and, with Karl Jacques, answered questions.

 

At 12:30 p.m., the sitting was suspended.

At 12:34 p.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That, in relation to the Order of Reference of Wednesday, April 17, 2013, respecting Bill S-2, An Act respecting family homes situated on First Nation reserves and matrimonial interests or rights in or to structures and lands situated on those reserves:

(a) the Committee shall proceed to clause-by-clause consideration no later than Thursday, May 9, 2013, provided that the Chair may limit debate on each clause to a maximum of five minutes per party per clause before the clause is brought to a vote;

(b) amendments shall be submitted to the clerk of the Committee 48 hours prior to the clause-by-clause consideration and be distributed to members in both official languages;

(c) if the Committee has not completed the clause-by-clause consideration by 1:00 p.m. on Tuesday, May 21, 2013, the Chair shall put, forthwith and successively, without further debate or amendment, each and every question necessary to dispose of clause-by-clause consideration of the Bill, including amendments not yet moved;

(d) the Chair write to each Member of Parliament who is not a member of a caucus represented on the Committee to invite those Members to file with the clerk of the Committee any amendments to the Bill which they would propose that the Committee consider;

(e) any proposed amendment filed with the clerk, pursuant to paragraph (d), shall be filed, in both official languages, at least 48 hours prior to the clause-by-clause consideration of the Bill and shall be presented together with any amendments which may have been filed by members of the Committee; and

(f) during clause-by-clause consideration, at the relevant time: (i) an amendment filed with the clerk pursuant to paragraph (d), and presented to the Committee pursuant to paragraph (e), shall be deemed to have been moved, and (ii) the Chair may call upon the member who filed the proposed amendment to offer brief remarks in support of it.

 

It was agreed, — That each party submit their list of witnesses for the study of Bill S-2, an Act respecting family homes situated on First Nation reserves and matrimonial interests or rights in or to structures and lands situated on those reserves, to the clerk of the Committee, by Thursday, April 25, 2013.

 

It was agreed, — That officials from the Department of Indian Affairs and Northern Development and the Department of Justice return before the Committee on Thursday, April 25, 2013 for one hour to answer questions on Bill S-2, an Act respecting family homes situated on First Nation reserves and matrimonial interests or rights in or to structures and lands situated on those reserves.

 

It was agreed, — That the appearance of witnesses on the study of sexual harassment in the federal workplace scheduled for Thursday, April 25, 2013 be postponed to a future date to be determined.

 

It was agreed, — That, notwithstanding any decision previously made, the Committee meet as normally scheduled on Tuesday, April 30, 2013.

 

At 1:01 p.m., the Committee adjourned to the call of the Chair.
