The Standing Committee on Foreign Affairs and International Development met at 11:00 a.m. this day, in Room 306, La Promenade Building, the Chair, Dean Allison, presiding.

 

Members of the Committee present: Dean Allison, Lois Brown, Bob Dechert, Paul Dewar, Nina Grewal, Hélène Laverdière, Ève Péclet, Gary Ralph Schellenberger, Dave Van Kesteren and John Williamson.

 

Acting Members present: Hon. Wayne Easter for Hon. Bob Rae, Claude Gravelle for Romeo Saganash, Russ Hiebert for John Williamson, Brian Masse for Romeo Saganash, José Nunez-Melo for Romeo Saganash and Robert Sopuck for Dave Van Kesteren.

 

In attendance: Library of Parliament: Allison Goody, Analyst; James Lee, Analyst.

 

Witnesses: Department of Foreign Affairs and International Trade: Nadir Patel, Assistant Deputy Minister and Chief Financial Officer, Corporate Planning, Finance and Human Resources; Michael Small, Assistant Deputy Minister, Transition Team. Canadian International Development Agency: Vincent Rigby, Vice-President, Strategic Policy and Performance Branch. As an individual: Lauchlan T. Munro, Director, School of International Development and Global Studies, University of Ottawa. Canadian Foodgrains Bank: Jim Cornelius, Executive Director.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Thursday, May 9, 2013, the Committee commenced its study of the subject matter of clauses 174 to 199 (Department of Foreign Affairs, Trade and Development Act) of Bill C-60, An Act to implement certain provisions of the budget tabled in Parliament on March 21, 2013 and other measures.
 

Nadir Patel and Vincent Rigby made statements and, with Michael Small, answered questions.

 

At 12:00 p.m., the sitting was suspended.

At 12:04 p.m., the sitting resumed.

 

Lauchlan T. Munro and Jim Cornelius each made a statement and answered questions.

 

At 1:03 p.m., the Committee adjourned to the call of the Chair.
