The Standing Committee on Foreign Affairs and International Development met at 8:50 a.m. this day, in Room 306, La Promenade Building, the Chair, Dean Allison, presiding.

 

Members of the Committee present: Dean Allison, Paulina Ayala, Lois Brown, Bob Dechert, Peter Goldring, Nina Grewal, Hélène Laverdière, Hon. Dominic LeBlanc, Marc-André Morin and Gary Ralph Schellenberger.

 

Acting Members present: Hon. Mark Eyking for Hon. Dominic LeBlanc, Jinny Jogindera Sims for Paul Dewar and Maurice Vellacott for Dave Van Kesteren.

 

In attendance: Library of Parliament: James Lee, Analyst.

 

Witnesses: Department of Foreign Affairs and International Trade: Barbara Martin, Director General, Middle East and Maghreb Bureau; Marie Gervais-Vidricaire, Director General, Stabilization and Reconstruction Task Force. Canadian International Development Agency: Leslie Norton, Director General, International Humanitarian Assistance Directorate; Vincent LePape, Director, North Africa and Middle East. Department of National Defence: BGen Craig King, Director General, Operations, Strategic Joint Staff; LCol Robin Holman, Assistant Deputy Judge Avocate General, Operations.

 
Pursuant to Standing Order 108(2), the Committee resumed a briefing on the situation in Libya.
 

Barbara Martin made a statement and, with the other witnesses, answered questions.

 

At 10:17 a.m., the sitting was suspended.

At 10:23 a.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

The Chair presented the First Report from the Subcommittee on Agenda and Procedure which was agreed to as follows:

1. That the Committee commence a comprehensive study of key issues related to Africa, including, but not limited to effective development assistance in Africa, and that the Library of Parliament analysts prepare a work plan for this study.

2. That, during the week of October 17, 2011, one meeting on the situation in Haiti and one meeting on the Situation in Ukraine be held.

3. That the Committee extend an invitation to the World Bank to appear before the Committee at a mutually acceptable date.

4. That the Committee invite the Minister of Foreign Affairs and the Minister of International Cooperation to appear.

 

It was agreed, — That the Committee meet on Thursday, October 6, 2011 to discuss the policy regarding absentee and extraterritorial voting in Canada.

 

At 10:36 a.m., the Committee adjourned to the call of the Chair.
