The Standing Committee on Access to Information, Privacy and Ethics met at 11:00 a.m. this day, in Room 228, La Promenade Building, the Chair, Jean Crowder, presiding.

 

Members of the Committee present: Scott Andrews, Brad Butt, Blaine Calkins, Jean Crowder, Patricia Davidson, Dean Del Mastro, Earl Dreeshen, Pierre-Luc Dusseault, Colin Mayes and Dany Morin.

 

Acting Members present: Dan Albas for John Carmichael and Hélène LeBlanc for Charlie Angus.

 

In attendance: Library of Parliament: Dara Lithwick, Analyst; Maxime-Olivier Thibodeau, Analyst; Élise Hurtubise-Loranger, Analyst.

 

Appearing: Andrew Saxton, Parliamentary Secretary to the President of the Treasury Board and for Western Economic Diversification.

 

Witnesses: Treasury Board Secretariat: David Dollar, Director, Strategic Initiatives, Strategic Policy; Roger Scott-Douglas, Assistant Secretary, Priorities and Planning; Janice Young, Senior Advisor, Strategic Policy.

 
Pursuant to the Order of Reference of Wednesday, September 28, 2011, section 14.1 (1) of the Lobbying Act, and the motion adopted by the Committee on Tuesday, November 29, 2011, the Committee resumed the statutory review of the Lobbying Act.
 

Andrew Saxton made a statement and, with the other witnesses, answered questions.

 

At 11:54 a.m., the sitting was suspended.

At 12:00 p.m., the sitting resumed.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

On motion of Dean Del Mastro, it was agreed, — That in the first hour of the meeting of Tuesday, March 6, 2012, the Committee consider proposed recommendations for the inclusion in the statutory review of the Lobbying Act; that members send their proposed recommendations to the Clerk not later than Monday, March 5, 2012; and that the second hour of the meeting be dedicated to the consideration of matters related to Committee business.

 

On motion of Pierre-Luc Dusseault, it was agreed, — That, pursuant to the order of reference of Tuesday, February 28, 2012, the Committee undertake the study of the Main Estimates for the fiscal year ending March 31, 2013, specifically votes 40 and 45 under Justice, 15 and 20 under Parliament and 45 under Treasury Board.

 

It was agreed, — That, in relation to the study of the Main Estimates, the Information Commissioner, Privacy Commissioner, Conflict of Interest and Ethics Commissioner and Lobbying Commissioner be invited to appear for one hour each.

 

At 12:12 p.m., the Committee adjourned to the call of the Chair.
