The Standing Committee on Access to Information, Privacy and Ethics met in camera at 8:45 a.m. this day, in Room 228, La Promenade Building, the Chair, Nathan Cullen, presiding.

 

Members of the Committee present: Scott Andrews, Charlie Angus, Ruth Ellen Brosseau, Brad Butt, John Carmichael, Nathan Cullen, Patricia Davidson, Dean Del Mastro, Earl Dreeshen, Pierre-Luc Dusseault and Colin Mayes.

 

Acting Members present: Blaine Calkins for Russ Hiebert.

 

In attendance: Library of Parliament: Dara Lithwick, Analyst; Maxime-Olivier Thibodeau, Analyst.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the Committee proceed to sit in public.

 

At 9:20 a.m., the sitting was suspended.

At 9:21 a.m., the sitting resumed.

 

Dean Del Mastro moved, — That the Committee call witnesses to hear testimony regarding the access to information dispute and the resulting court actions concerning CBC.

Debate arose thereon.

 

After debate, the question was put on the motion and it was agreed to, by a show of hands: YEAS: 7; NAYS: 3.

 

Charlie Angus moved, — That the Committee hear from Suzanne Legault, Information Commissioner, Karen Shepherd, Commissioner of Lobbying, Jennifer Stoddart, Privacy Commissioner and Mary Dawson, Conflict of Interest and Ethics Commissioner for two (2) hours each for an information session and briefing on current files.

Debate arose thereon.

 

Dean Del Mastro moved, — That the motion be amended by replacing the words “two (2)” with the words “one (1)”.

After debate, the question was put on the amendment of Dean Del Mastro and it was agreed to, by a show of hands: YEAS: 7; NAYS: 4.

 

The question was put on the motion, as amended, and it was agreed to, by a show of hands: YEAS: 7; NAYS: 3.

 

The motion, as amended, read as follows:

That the Committee hear from Suzanne Legault, Information Commissioner, Karen Shepherd, Commissioner of Lobbying, Jennifer Stoddart, Privacy Commissioner and Mary Dawson, Conflict of Interest and Ethics Commissioner for one (1) hour each for an information session and briefing on current files.

 

On motion of Dean Del Mastro, it was agreed, — That the lists of proposed witnesses for the study of access to information at the Canadian Broadcasting Corporation be sent to the clerk no later than 5:00 p.m. on Friday, September 23, 2011.

 

At 9:46 a.m., the Committee adjourned to the call of the Chair.
