The Standing Committee on Citizenship and Immigration met in camera at 9:30 a.m. this day, in Room 253-D, Centre Block, the Chair, David Tilson, presiding.

 

Members of the Committee present: Rick Dykstra, Mylène Freeman, Sadia Groguhé, Roxanne James, Kevin Lamoureux, Chungsen Leung, Costas Menegakis, Ted Opitz, Jinny Jogindera Sims, Rathika Sitsabaiesan, David Tilson and John Weston.

 

In attendance: Library of Parliament: Julie Béchard, Analyst; James Gauthier, Analyst. House of Commons: Philippe Méla, Legislative Clerk; David-Andrés Novoa, Legislative Clerk.

 

Witnesses: Department of Citizenship and Immigration: André Baril, Director, Asylum Policy and Programs; Alexandra Hiles, Project Lead, Citizenship Modernization; Caroline Melis, Director General, Operational Management and Coordination; Karine Paré, Director, Cost Management.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the Ninth Report from the Subcommittee on Agenda and Procedure, which read as follows, be concurred in:

Your Subcommittee met on Tuesday, May, 2013, to consider the business of the Committee and agreed to make the following recommendations:

1. That the Committee undertake a study of the subject matter of clauses 167 to 168 of Division 9 (Immigration and Refugee Protection Act) and clauses 170 to 172 of Division 10 (Citizenship Act) of Bill C-60, An Act to Implement certain Provisions of the Budget Tabled in Parliament on March 21, 2013 and other measures;

2. That the Committee meeting on Thursday, May 23, 2013 be devoted to hearing from witnesses, as follows, in relation to this study: from 8:45 a.m. to 10:15 a.m. the Committee hear from stakeholders divided into two (2) 45 minute panels and that each panel include at most three (3) witnesses and that each organization be given eight (8) minutes for their opening remarks and from 10:15 a.m. to 10:45 a.m. the Committee hear officials from Citizenship and Immigration Canada (CIC) in relation to this study;

3. That the total number of witnesses be divided among the recognized parties according to their standings in the House of Commons: three (3) for the Government (Conservative Party), two (2) for the Official Opposition (New Democratic Party) and one (1) for the other opposition party (Liberal Party);

4. That the Committee members submit their prioritized witness list, with the witnesses’ complete contact information to the Clerk no later than Tuesday, May 21, 2013 at 5:00 p.m.;

5. That on Tuesday, May 28, 2013, either the Committee resume its study of Bill C-425 or the subcommittee on agenda and procedure meet to plan future business.

 

At 9:33 a.m., the sitting was suspended.

At 9:34 a.m., the sitting resumed in a public and televised session.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Thursday, May 23, 2013, the Committee commenced its study of subject matter of clauses 167 to 168 (Immigration and Refugee Protection Act) and 170 to 172 (Citizenship Act) of Bill C-60, An Act to implement certain provisions of the budget tabled in Parliament on March 21, 2013 and other measures.
 

The witnesses answered questions.

 

Rick Dykstra moved, — That, following its consideration of the subject matter of clauses clauses 167 to 168 (Immigration and Refugee Protection Act) and 170 to 172 (Citizenship Act) of Bill C-60, the Committee send a letter to the Chair of the Standing Committee on Finance, informing him that the Committee heard from witnesses in respect to this matter.

 

After debate, the question was put on the motion and it was agreed to on the following recorded division: YEAS: Rick Dykstra, Mylène Freeman, Sadia Groguhé, Roxanne James, Chungsen Leung, Costas Menegakis, Ted Opitz, Jinny Jogindera Sims, Rathika Sitsabaiesan, John Weston — 10; NAYS: Kevin Lamoureux — 1.

 

At 10:15 a.m., the Committee adjourned to the call of the Chair.
