It was agreed, — That the Sixth Report from the Subcommittee on Agenda and Procedure, which read as follows, be concurred in:
Your Subcommittee met on Wednesday, October 17, 2012, to consider the business of the Committee and agreed to make the following recommendations:
1. That Minister Kenney appear before the Committee on Wednesday, October 24, 2012, from 3:30 p.m. to 5:30 p.m. regarding Bill C-43, The Faster Removal of Foreign Criminals Act;
2. That the Committee hear witnesses from Wednesday, October 24, 2012, to Wednesday, November 21, 2012, inclusively, in relation to Bill C-43;
3. That the meetings to hear witnesses be divided into one-hour panels, and that each panel include at most two (2) organizations or three (3) individuals, with a maximum of two (2) representatives per organization;
4. That Committee members submit their prioritized witness lists, with the witnesses’ complete contact information, to the Clerk no later than Monday, October 22, 2012, before the close of business (4:30 p.m.) and that these lists be modified only if agreed unanimously by the Subcommittee members;
5. That the total number of witnesses be divided among the recognized parties according to their standings in the House of Commons: thirteen (13) witnesses for the Government (Conservative Party), eight (8) witnesses for the Official Opposition (New Democratic Party) and three (3) witnesses for the other opposition party (Liberal Party);
6. That, for a panel of two (2) witnesses, each organization or individual be given ten (10) minutes to make an opening statement and that for a panel of three witnesses, each organization or individual be given eight (8) minutes to make an opening statement;
7. That witnesses invited to appear be given the choice to appear in person or by videoconference (upon availability);
8. That the Committee begin the clause-by-clause consideration of the Bill on Monday, November 26, 2012, and if necessary, the Committee hold an additional meeting on Tuesday, November 27, 2012 and, if the clause-by-clause consideration has not been completed by 11:59 p.m. on Wednesday, November 28, 2012, the Chair interrupt debate and put the question on all remaining clauses and amendments, as well as all other questions necessary to dispose of this stage of the Bill;
9. That amendments to the Bill be submitted to the clerk in both official languages forty-eight (48) hours before beginning clause-by-clause consideration, that is, before 3:30 p.m. on Saturday, November 24, 2012, and that these amendments be distributed to members in both official languages as soon as possible on Monday, November 26, 2012;
10. That the Committee’s meetings on Bill C-43 be televised, if possible;
11. That, if the Supplementary Estimates (B) 2012–2013 are referred to the Committee while it is studying Bill C 43, the Committee hold an additional meeting outside its regular meeting time so that the Minister can be invited to appear on this matter;
12. That the Committee invite officials from Citizenship and Immigration Canada and from the Canada Border Services Agency to appear on Monday, December 3, 2012 for two (2) hours, on its study ‘Standing on Guard for Thee: Ensuring that Canada's Immigration System is Secure’ and that the Committee hold a meeting on Wednesday, December 5, 2012 to give drafting instructions to the analysts.
