The Standing Committee on Citizenship and Immigration met in camera at 3:30 p.m. this day, in Room 253-D, Centre Block, the Chair, David Tilson, presiding.

 

Members of the Committee present: Rick Dykstra, Alain Giguère, Roxanne James, Kevin Lamoureux, Chungsen Leung, Costas Menegakis, Ted Opitz, Jinny Jogindera Sims, David Tilson and John Weston.

 

Acting Members present: Jean Crowder for Rathika Sitsabaiesan, Matthew Kellway for Jinny Jogindera Sims and Djaouida Sellah for Sadia Groguhé.

 

In attendance: Library of Parliament: Julie Béchard, Analyst; Sandra Elgersma, Analyst.

 

Appearing: Hon. Jason Kenney, P.C., M.P., Minister of Citizenship, Immigration and Multiculturalism.

 

Witnesses: Department of Citizenship and Immigration: Neil Yeates, Deputy Minister; Amipal Manchanda, Assistant Deputy Minister, Chief Financial Officer; Claudette Deschênes, Assistant Deputy Minister, Operations; Catrina Tapley, Associate Assistant Deputy Minister, Strategic and Program Policy.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the Fifth Report from the Subcommittee on Agenda and Procedure, which read as follows, be concurred in as amended:

Your Subcommittee met on Thursday, May 17, 2012 and on Thursday, May 31, 2012 to consider the business of the Committee and agreed to make the following recommendations:

That the Committee do not meet on Tuesday, May 29, 2012;

That Minister Kenney appear for one extra hour in relation to the Main Estimates 2012-13, on Thursday, May 31, 2012, from 3:30 p.m. to 4:30 p.m.;

That the Committee invite officials from Citizenship and Immigration Canada (CIC) on Thursday, May 31, 2012 from 4:30 p.m. to 5:30 p.m. in relation to the 2012-2013 Report on Plans and Priorities for Citizenship and Immigration Canada and in relation to the Supplementary Estimates (A) 2012-13; and

That the Committee meet on Tuesday, June 5, 2012, from 3:30 p.m. to 4:30 p.m. to discuss the business of the Committee.

 

At 3:35 p.m., the sitting was suspended.

At 3:36 p.m., the sitting resumed in a public and televised session.

 
Pursuant to Standing Order 81(4), the Committee resumed consideration of the Main Estimates 2012-13: Votes 1, 5 and 10 under CITIZENSHIP AND IMMIGRATION referred to the Committee on Tuesday, February 28, 2012.
 

The Chair called Vote 1 under CITIZENSIP AND IMMIGRATION.

 

The Minister made a statement and, with the other witnesses, answered questions.

 

Kevin Lamoureux moved, — That the Committee requests that the finances to be allocated for the refund of pre-February 27, 2008 Federal Skilled Worker applications, as outlined in Bill C-38, not be expended and that those applications continue to be processed.

 

The question was put on the motion and it was negatived, by a show of hands: YEAS: 5; NAYS: 6.

 
Pursuant to Standing Order 81(7) and the motion adopted by the Committee on Thursday, May 31, 2012, the Committee commenced consideration of the Report on Plans and Priorities 2012-2013 of the Department of Citizenship and Immigration.
 
Pursuant to Standing Order 81(5), the Committee commenced consideration of the Supplementary Estimates (A) 2012-2013: Vote 1a under CITIZENSHIP AND IMMIGRATION referred to the Committee on Thursday, May 17, 2012.
 

The Chair called Vote 1a under CITIZENSHIP AND IMMIGRATION.

 

Neil Yeates made a statement and, with the other witnesses, answered questions.

 

Vote 1a under CITIZENSHIP AND IMMIGRATION carried.

 

ORDERED, — That the Chair report Vote 1a under CITIZENSHIP AND IMMIGRATION to the House.
