It was agreed, — That the Third Report from the Subcommittee on Agenda and Procedure , which read as follows, be concurred in as amended:
Your Subcommittee met on Tuesday, December 6, 2011, to consider
the business of the Committee and agreed to make the following recommendations:
1. That the Committee study the security of Canada’s immigration system. More specifically, that the Committee study what actions the Government has taken or plans to take to enhance the security of Canada’s immigration system, as well as what gaps exist, and provide recommendations to the Government as to what further actions should be taken to improve the security of Canada’s immigration system. Areas of study would include biometrics, war criminals, security clearance checks, border security, visas, detention and removal. The Committee would hear from the Canadian Border Services Agency (CBSA), the Royal Canadian Mounted Police (RCMP), the Canadian Security Intelligence Services (CSIS) and Citizenship and Immigration Canada (CIC) officials, and as the parties would nominate, to help identify the gaps that currently exits and the possible solutions;
2. That this study and resulting report be entitled "Standing on Guard for Thee: Ensuring that Canada’s Immigration System is Secure";
3. That the Committee hold a total of fifteen (15) meetings on this study, starting on Tuesday, January 31, 2012, which are to be divided as follows:
- That the Committee invite departmental officials from CIC for the first two (2) hours at the beginning of the study;
- That the Committee leave two (2) open meetings for the Minister to appear, schedule permitting;
- That the Committee schedule eight (8) meetings to hear from witnesses;
- That the Committee draft a report in relation to this study and schedule one (1) meeting for drafting instructions and two (2) meetings to consider the draft report, and if needed, an additional meeting to consider its draft report;
4. That the meetings be divided into two (2) one-hour panels, and that each panel consist of no more than two (2) groups or individuals per hour;
5. That each group or individual be given ten (10) minutes for opening statement, and that this time allotment be revisited if needed; and
6. That members submit their prioritized witness list including their contact information to the clerk by 3 p.m. on Thursday, December 15, 2011.
