The Chair presented the Third Report from the Subcommittee on Agenda and Procedure which read as follows:
That pursuant to Standing Order 81(5) the Committee undertake the study of the Supplementary Estimates (B) and that the Minister be invited to appear before the Committee.
That as part of its first phase of its study on Land-Use and sustainable economic development, the Committee include the following elements:
- Issues and challenges related to the land management under the Indian Act;
- Initiatives to enhance First Nations communities’ management of reserve lands, including, but not limited to, the First Nations Land Management Act;
- Measures to support the capacity of First Nations to develop and use their lands effectively and sustainably;
- Improving and streamlining the federal Additions to Reserves policy and processes;
- Possible legislative, policy, and other approaches to improving on-reserve land management;
- Relationships between First Nations and neighbouring communities;
- Forms of land tenure under the Indian Act; and,
- Strategic land use planning for, and leading to sustainable economic development.
That the following elements be included in the second phase of the study:
- Models of industry-First Nations agreements and related issues;
- Tripartite agreements, in particular in British Columbia;
- Land and resource management on traditional territories and settlement areas; and,
- Infrastructure needs of communities in relation to effective land and environmental management.
That, at their earliest convenience, the analysts prepare a summary of the evidence received by the Committee in three hearings it held in February and March of 2011 on the topic of specific claims with a value over $150 million.
That, at their earliest convenience, the analysts provide the Committee with a list of the recommendations relating to land management contained in the 1996 report of the Royal Commission on Aboriginal Peoples, relevant reports of the Auditor General of Canada, and reports from Parliamentary Committees.
