The Standing Committee on Transport, Infrastructure and Communities met by videoconference at 3:36 p.m. this day, in Room 237-C, Centre Block, the Chair, Merv Tweed, presiding.

 

Members of the Committee present: Dennis Bevington, Hon. Gerry Byrne, Sukh Dhaliwal, Cheryl Gallant, Roger Gaudet, Michel Guimond, Brian Jean, Colin Mayes, Hon. John McCallum, Brad Trost, Merv Tweed and Jeff Watson.

 

Acting Members present: Dean Del Mastro for Jeff Watson and Louis Plamondon for Michel Guimond.

 

In attendance: Library of Parliament: Ardiana Hallaci, Analyst.

 

Witnesses: Union of Canadian Transportation Employees: Christine Collins, National President. Urban Transit Authorities: Nancy Fréchette, Vice-President, Operations, Agence métropolitaine de transport; Doug Kelsey, Chief Operating Officer, Greater Vancouver Transportation Authority (TransLink); Gregory Percy, Vice-President, Operations, Greater Toronto Transit Authority. United Steelworkers: Mike Piché, National Representative. Union of Canadian Transportation Employees: Michael Teeter, Political Advisor.

 
Pursuant to the Order of Reference of Wednesday, December 8, 2010, the Committee resumed consideration of Bill C-33, An Act to amend the Railway Safety Act and to make consequential amendments to the Canada Transportation Act.
 

Greg Percy made a statement and, with Natacha Fréchette and Doug Kelsey, answered questions.

 

At 4:30 p.m., the sitting was suspended.

At 4:35 p.m., the sitting resumed.

 

Christine Collins made a statement and, with Mike Piché and Michael Teeter, answered questions.

 

At 5:14 p.m., the sitting was suspended.

The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the Minister of Transport appear on Tuesday, March 8, 2011, on Supplementary Estimates (C), 2010-11.

 

Brian Jean moved, — That, in accordance with the Order of the House that the Committee conclude the study of Bill C-511, An Act respecting the reporting of motor vehicle information and to amend the Motor Vehicle Safety Act (improving public safety) by March 3, 2011, this Committee immediately begin study of the Bill and do not adjourn until clause-by-clause is concluded, and that the Committee report the Bill the to the House on Wedenesday, March 2, 2011.

 

On motion of John McCallum, it was agreed, — That the motion be amended by replacing the words “and do not adjourn until clause-by-clause is concluded” with the words “on Tuesday, March 1, 2011, at either 11:00 a.m. or 3:30 p.m. at the discretion of the Chair” and by replacing the words “Wednesday, March 2” with the words “Thursday, March 3”.

 

After debate, the question was put on the motion, as amended, and it was agreed to.

 

The motion, as amended, read as follows:

That, in accordance with the Order of the House that the Committee conclude the study of Bill C-511, An Act respecting the reporting of motor vehicle information and to amend the Motor Vehicle Safety Act (improving public safety) by March 3, 2011, this Committee immediately begin study of the Bill on Tuesday, March 1, 2011, at either 11:00 a.m. or 3:30 p.m. at the discretion of the Chair, and that the Committee report the Bill the to the House on Thursday, March 3, 2011.

 

On motion of Dean Del Mastro, it was agreed, — That the members of the Committee submit to the Clerk of the Committee all of their proposed amendments to Bill C-511 no later than 11:59 p.m. on Thursday, March 24, 2011.
