The Standing Committee on Transport, Infrastructure and Communities met in camera at 11:34 a.m. this day, in Room 253-D, Centre Block, the Chair, Merv Tweed, presiding.

 

Members of the Committee present: Dennis Bevington, Lois Brown, Hon. Gerry Byrne, Sukh Dhaliwal, Michel Guimond, Brian Jean, Colin Mayes, Hon. John McCallum, Brad Trost, Merv Tweed and Jeff Watson.

 

Acting Members present: Maria Mourani for Roger Gaudet and Mario Silva for Sukh Dhaliwal.

 

In attendance: Library of Parliament: John Christopher, Analyst; Ardiana Hallaci, Analyst. House of Commons: Julie Pelletier, Committee Clerk.

 

Appearing: Hon. Vic Toews, Minister of Public Safety.

 

Witnesses: Department of Public Safety and Emergency Preparedness: Kristina Namiesniowski, Assistant Deputy Minister, Strategic Policy Branch; Chris Gregory, Director, North America. Department of Transport: Laureen Kinney, Director General, Aviation Security Directorate.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the Clerk of the Committee make the necessary arrangements for a reception on November 17, 2010, with TRANSAT.

 

It was agreed, — That Members submit witness names for the study of Bill C-42, An Act to amend the Aeronautics Act, to the Clerk by Friday, November 19, 2010, for hearings in November.

 

At 11:50 a.m., the Committee proceeded to sit in public.

 

Michel Guimond moved, — That, pursuant to Standing Order 108(2), the Committee study the consequences of noise caused by airport operations in urban areas and that it report its observations and recommendations to the House.

Debate arose thereon.

 

It was agreed, — That the Committee proceed to the next item of business, and that debate on the motion resume at the end of the meeting.

 
Pursuant to the Order of Reference of Tuesday, October 26, 2010, the Committee commenced consideration of Bill C-42, An Act to amend the Aeronautics Act.
 

The Minister made a statement and, with Kristina Namiesniowski, answered questions.

 

At 12:50 p.m., the sitting was suspended.

At 12:52 p.m., the sitting resumed.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

The Committee resumed consideration of the motion of Michel Guimond, — That, pursuant to Standing Order 108(2), the Committee study the consequences of noise caused by airport operations in urban areas and that it report its observations and recommendations to the House.

The debate continued.

 

On motion of John McCallum, it was agreed, — That the motion be amended by adding after the word “recommendations” the following: “, including recommendations related to an appropriate regulatory response,”; and by adding after the words “urban areas” the following: “as well as all other problematics linked to the quality of life of the population”.

 

The motion, as amended, read as follows:

That, pursuant to Standing Order 108(2), the Committee study the consequences of noise caused by airport operations in urban areas as well as all other problematics linked to the quality of life of the population and that it report its observations and recommendations, including recommendations related to an appropriate regulatory response, to the House.

 

It was agreed, — That debate resume on the motion, as amended, at the next meeting of the Committee.

 

At 1:04 p.m., the Committee adjourned to the call of the Chair.
