The Standing Committee on Public Safety and National Security met at 8:47 a.m. this day, in Room 228, La Promenade Building, the Chair, Kevin Sorenson, presiding.

 

Members of the Committee present: Don Davies, Roger Gaudet, Mark Holland, Andrew Kania, Ben Lobb, Dave MacKenzie, Phil McColeman, Alexandra Mendes, Maria Mourani, Rick Norlock and Kevin Sorenson.

 

Acting Members present: James Lunney for Brent Rathgeber.

 

In attendance: Library of Parliament: Lyne Casavant, Analyst. House of Commons: Lucie Tardif-Carpentier, Legislative Clerk.

 

Witnesses: Department of Justice: Douglas Breithaupt, Director and General Counsel, Criminal Law Policy Section; Glenn Gilmour, Counsel, Criminal Law Policy Section.

 
Pursuant to the Order of Reference of Wednesday, September 22, 2010, the Committee resumed consideration of Bill C-17, An Act to amend the Criminal Code (investigative hearing and recognizance with conditions).
 

The Committee commenced its clause-by-clause study of the Bill.

 

The witnesses answered questions.

 

Pursuant to Standing Order 75(1), consideration of Clause 1 is postponed.

By unanimous consent, Don Davies moved, — That Bill C-17, in Clause 4, be amended by replacing line 34 on page 9 with the following:

“reference to “the second anniversary of the coming”

Mark Holland moved, — That Bill C-17, in Clause 4, be amended by replacing lines 6 to 10 on page 9 with the following:

“be undertaken by a committee of the Senate and a committee of the House of Commons that may be designated or established by the Senate or the House of Commons, as the case”

 

James Lunney moved, — That the amendment be amended by adding after the words “a committee of the House of Commons” the following:

“or a joint committee of both Houses of Parliament”

“(1.2) The committees referred to in subsection (1.1) shall, within a year after a review is undertaken under that subsection or within any further time that may be authorized by the Senate and the House of Commons or a joint committee of both Houses of Parliament, as the case may be, submit their reports on the review to Parliament, including its”
