The Standing Committee on Public Safety and National Security met in a televised session at 3:34 p.m. this day, in Room 253-D, Centre Block, the Chair, Kevin Sorenson, presiding.

 

Members of the Committee present: Don Davies, Roger Gaudet, Mark Holland, Ben Lobb, Dave MacKenzie, Phil McColeman, Alexandra Mendes, Maria Mourani, Rick Norlock, Brent Rathgeber and Kevin Sorenson.

 

Acting Members present: Bonnie Crombie for Andrew Kania and Libby Davies for Don Davies.

 

In attendance: Library of Parliament: Lyne Casavant, Analyst; Tanya Dupuis, Analyst.

 

Witnesses: International Civil Liberties Monitoring Group: Denis Barrette, spokesperson. Law Union of Ontario: Paul D. Copeland, Lawyer. Canadian Council on American-Islamic Relations: Khalid Elgazzar, Member of the Board of Directors; Ihsaan Gardee, Executive Director. University of Ottawa: Craig Forcese, Associate Professor, Faculty of Law. Canadian Islamic Congress: James Kafieh, Legal Counsel.

 
Pursuant to the Order of Reference of Wednesday, September 22, 2010, the Committee commenced consideration of Bill C-17, An Act to amend the Criminal Code (investigative hearing and recognizance with conditions).
 

Pursuant to Standing Order 75(1), consideration of Clause 1 was postponed.

The Chair called Clause 2.

 

The witnesses made statements and answered questions.

 

At 5:16 p.m., the sitting was suspended.

At 5:19 p.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the Committee summon Mike McDonell, former Royal Canadian Mounted Police Assistant Commissioner, Commander of the Stormont, Dundas and Glengarry (S.D. & G.), Ontario Provincial Police Detachment and Raf Souccar, Royal Canadian Mounted Police Deputy Commissioner Federal Policing, to appear before it on February 1st, 2011, at 8:45 a.m.

 

At 5:33 p.m., the Committee adjourned to the call of the Chair.
