The Subcommittee on International Human Rights of the Standing Committee on Foreign Affairs and International Development met in camera at 1:07 p.m. this day, in Room 253-D, Centre Block, the Chair, Scott Reid, presiding.

 

Members of the Subcommittee present: Hon. Irwin Cotler, Jean Dorion, Russ Hiebert, Wayne Marston, Scott Reid, Mario Silva and David Sweet.

 

In attendance: Library of Parliament: Christine Kostiuk, Analyst; Melissa Radford, Analyst.

 
The Subcommittee proceeded to the consideration of matters related to Subcommittee business.
 

It was agreed, — That the Subcommittee on International Human Rights commence a study on how to move forward with the creation of an efficient and transparent mechanism/process whereby the recommendations from the Universal Periodic Review of Canada’s human rights record can be implemented in Canada; and That this study should involve extensive consultations with indigenous peoples and representative organizations, and other relevant civil society groups; and that this study should also look at the present mechanisms in place (such as, for instance, the Continuing Committee of Officials on Human Rights) to see where they are not working, and That concrete reforms to better streamline the entire process be proposed.

 

It was agreed, — That the Subcommittee on International Human Rights of the Standing Committee on Foreign Affairs and International Development take advantage of the forthcoming travel schedule of Nobel Peace Laureate, Dr. Shirin Ebadi (Iranian lawyer and Founder of the Centre for the Defence of Human Rights in Iran) and call her as a witness for our scheduled meeting of Tuesday April 27th, 2010; and, Further move that, if possible, the Subcommittee amalgamate her testimony into our current report on Iran.

 

It was agreed, — That the meetings scheduled for Tuesday, March 30, 2010 and Thursday, April 1, 2010 be devoted to the study of the Universal Periodic Review.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Subcommittee on Wednesday, March 17, 2010, the Subcommittee resumed its study of human rights in Iran.
 

It was agreed, — That the Committee work to complete its study of the draft report on Human Rights in Iran.

 

It was agreed, — That once the draft report on Human Rights in Iran is completed, the Committee study Human Rights in Venezuela.

 

At 2:03 p.m., the Subcommittee adjourned to the call of the Chair.
