The Standing Committee on Procedure and House Affairs met in camera at 11:03 a.m. this day, in Room 112-N, Centre Block, the Chair, Joe Preston, presiding.

 

Members of the Committee present: Harold Albrecht, Steven Blaney, Claude DeBellefeuille, Judy Foote, Mario Laframboise, Tom Lukiwski, Joe Preston, Marcel Proulx, Yasmin Ratansi and Scott Reid.

 

Acting Members present: Paule Brunelle for Claude DeBellefeuille, Libby Davies for Yvon Godin, Cheryl Gallant for Terence Young, Daniel Petit for Terence Young and Bill Siksay for Yvon Godin.

 

In attendance: Library of Parliament: Andre Barnes, Analyst; Sebastian Spano, Analyst; Nicolas Auclair, Analyst.

 

Witnesses: Elections Canada: Michèle René de Cotret, General Counsel and Director, Electoral Affairs Directorate, Legal Services; Jeff Merrett, Assistant Director, Political Financing, Systems and Program Administration.

 
Pursuant to Standing Order 32(5) and the motion adopted by the Committee Thursday, September 30, 2010, the Committee resumed consideration of the report of the Chief Electoral Officer of Canada entitled "Responding to Changing Needs - Recommendations from the Chief Electoral Officer of Canada Following the 40th General Election", referred to the Committee on Wednesday, June 9, 2010.
 

Michèle René de Cotret and Jeff Merrett answered questions.

 

At 12:40 p.m., the sitting was suspended.

At 12:42 p.m., the sitting resumed.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That, in relation to the study of the question of privilege relating to the premature disclosure on November 18, 2010, of the confidential draft report on the prebudget consultations of the Standing Committee on Finance by an employee of the Member for Saskatoom—Rosetown—Biggar, the proposed budget in the amount of $8,850, be adopted.

 

At 1:00 p.m., the Committee adjourned to the call of the Chair.
