The Standing Committee on Procedure and House Affairs met in a televised session at 11:00 a.m. this day, in Room 253-D, Centre Block, the Chair, Joe Preston, presiding.

 

Members of the Committee present: Claude DeBellefeuille, Judy Foote, Tom Lukiwski, Joe Preston, Marcel Proulx, Yasmin Ratansi and Rodney Weston.

 

Acting Members present: Paul Calandra for Harold Albrecht, Ted Menzies for Scott Reid, Thomas J. Mulcair for Yvon Godin, Pierre A. Paquette for Mario Laframboise and Greg Rickford for Randy Hoback.

 

Other Members present: Massimo Pacetti and Paul Szabo.

 

In attendance: Library of Parliament: Sebastian Spano, Analyst; Nicolas Auclair, Analyst.

 

Witnesses: As individuals: Russell Ullyatt; Andy Gibbons; Lynne Hamilton, Vice-President, Public Affairs, GCI Group; Clarke Cross, Principal, Tactix Government Relations and Public Affairs; Howard Mains, Co-President, Tactix Government Relations and Public Affairs. Canadian Gas Association: Timothy M. Egan, President and Chief Executive Officer.

 
Pursuant to the Order of Reference of November 29, 2010, the Committee resumed consideration of the question of privilege relating to the premature disclosure on November 18, 2010, of the confidential draft report on the prebudget consultations of the Standing Committee on Finance by an employee of the member for Saskatoon—Rosetown—Biggar.
 

Russell Ullyatt was duly sworn in.

 

Russell Ullyatt made a statement and answered questions.

 

At 11:54 a.m., the sitting was suspended.

At 11:58 a.m., the sitting resumed.

 

Andy Gibbons, Lynne Hamilton, Clarke Cross, Howard Mains and Timothy M. Egan introduced themselves and answered questions.

 

At 12:49 p.m., the sitting was suspended.

At 12:50 p.m., the sitting resumed.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

On motion of Marcel Proulx, it was agreed, — That in relation to its study of the matter of a Question of Privilege (leaking of a committee report) referred to the Committee by the House, the Committee requests that Clarke Cross and Howard Mains as individuals and Tactix Government Relations and Public Affair produce all papers and records both electronic and hard copy from January 2010 until today from and to as well as related to Russell Ullyatt using either email accounts from the office of Kelly Block, MP, or any other email account and all records both electronic and hard copy as they relate to any draft reports from a committee of Parliament and requests that said material be delivered to the committee within 5 days.

 

On motion of Marcel Proulx, it was agreed, — That in relation to its study of the matter of a Question of Privilege (leaking of a committee report) referred to the Committee by the House, the Committee requests that Tim Egan as an individual and Canadian Gas Association produce all papers and records both electronic and hard copy from January 2010 until today from and to as well as related to Russell Ullyatt using either email accounts from the office of Kelly Block MP, or any other email account and all records both electronic and hard copy as they relate to any draft reports from a committee of Parliament and requests that said material be delivered to the committee within 5 days.

 

On motion of Marcel Proulx, it was agreed, — That in relation to its study of the matter of a Question of Privilege (leaking of a committee report) referred to the Committee by the House, the Committee requests that Lynne Hamilton as an individual and GCI Group produce all papers and records both electronic and hard copy from January 2010 until today from and to as well as related to Russell Ullyatt using either email accounts from the office of Kelly Block MP, or any other email account and all records both electronic and hard copy as they relate to any draft reports from a committee of Parliament and requests that said material be delivered to the committee within 5 days.

 

On motion of Marcel Proulx, it was agreed, — That in relation to its study of the matter of a Question of Privilege (leaking of a committee report) referred to the Committee by the House, the Committee requests that Andy Gibbons as an individual and Hill and Knowlton Canada produce all papers and records both electronic and hard copy from January 2010 until today from and to as well as related to Russell Ullyatt using either email accounts from the office of Kelly Block MP, or any other email account and all records both electronic and hard copy as they relate to any draft reports from a committee of Parliament and requests that said material be delivered to the committee within 5 days.

 

On motion of Marcel Proulx, it was agreed, — That in relation to its study of the matter of a Question of Privilege (leaking of a committee report) referred to the Committee by the House, the Committee requests Russell Ullyatt produce all papers and records both electronic and hard copy from January 2010 until today from as well as related to any registered lobbyists using email accounts not from the office of Kelly Block MP, and all records both electronic and hard copy as they relate to any draft reports from a committee of Parliament and requests that said material be delivered to the committee within 5 days.
