The Standing Committee on Procedure and House Affairs met in camera at 11:02 a.m. this day, in Room 112-N, Centre Block, the Chair, Joe Preston, presiding.

 

Members of the Committee present: Harold Albrecht, Claude DeBellefeuille, Judy Foote, Randy Hoback, Mario Laframboise, Tom Lukiwski, Joe Preston, Yasmin Ratansi, Scott Reid and Rodney Weston.

 

Acting Members present: David Christopherson for Yvon Godin, Hon. Marlene Jennings for Marcel Proulx, Alexandra Mendes for Judy Foote and Thomas J. Mulcair for Yvon Godin.

 

In attendance: Library of Parliament: Nicolas Auclair, Analyst; Andre Barnes, Analyst; Sebastian Spano, Analyst.

 

Witnesses: Elections Canada: Michèle René de Cotret, General Counsel and Director, Electoral Affairs Directorate, Legal Services; Jeff Merrett, Assistant Director, Political Financing, Systems and Program Administration.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the Speaker and the Clerk of the House of Commons be invited to appear on Thursday, December 9, 2010 between 11:00 a.m. and 11:40 a.m., the Law Clerk of the House of Commons from 11:40 a.m. to 12:20 p.m. and a representative of the House of Commons IT services from 12:20 p.m. to 1:00 p.m.

 

It was agreed, — That Russell Ullyatt be invited to appear before the Committee in relation to the study on a question of privilege, on Tuesday, December 14, 2010 between 11:00 a.m. and 12:00 p.m. and that the lobbyists who received the initial e-mail from Russell Ullyatt containing the draft report of the Finance Committee be invited to appear in relation to the same study, on the same day between 12:00 p.m. and 1:00 p.m.

 

At 11:32 a.m., the sitting was suspended.

At 11:36 a.m., the sitting resumed.

 
Pursuant to Standing Order 32(5) and the motion adopted by the Committee Thursday, September 30, 2010, the Committee resumed consideration of the report of the Chief Electoral Officer of Canada entitled "Responding to Changing Needs - Recommendations from the Chief Electoral Officer of Canada Following the 40th General Election", referred to the Committee on Wednesday, June 9, 2010.
 

Michèle René de Cotret made a statement and with Jeff Merrett answered questions.

 

At 12:46 p.m., the Committee adjourned to the call of the Chair.
