The Standing Committee on Procedure and House Affairs met in camera at 11:02 a.m. this day, in Room 112-N, Centre Block, the Chair, Joe Preston, presiding.

 

Members of the Committee present: Harold Albrecht, Claude DeBellefeuille, Judy Foote, Mario Laframboise, Tom Lukiwski, Joe Preston, Marcel Proulx, Yasmin Ratansi and Scott Reid.

 

Acting Members present: David Christopherson for Yvon Godin, Hon. Laurie Hawn for Randy Hoback and Rick Norlock for Rodney Weston.

 

In attendance: Library of Parliament: Nicolas Auclair, Analyst; Andre Barnes, Analyst; Sebastian Spano, Analyst.

 

Witnesses: Elections Canada: Michèle René de Cotret, General Counsel and Director, Electoral Affairs Directorate, Legal Services; Jeff Merrett, Assistant Director, Political Financing, Systems and Program Administration.

 
Pursuant to Standing Order 32(5) and the motion adopted by the Committee Thursday, September 30, 2010, the Committee resumed consideration of the report of the Chief Electoral Officer of Canada entitled "Responding to Changing Needs - Recommendations from the Chief Electoral Officer of Canada Following the 40th General Election", referred to the Committee on Wednesday, June 9, 2010.
 

Michèle René de Cotret and Jeff Merrett made statements and answered questions.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the Chair and the Clerk review the lists of witnesses submitted concerning the study on issues surrounding prorogation and arrange them as to what order they will appear in and bring this list back for the Committee's consideration.

 

At 12:54 p.m., the Committee adjourned to the call of the Chair.
