The Standing Committee on Procedure and House Affairs met in camera at 12:00 p.m. this day, in Room 112-N, Centre Block, the Chair, Joe Preston, presiding.

 

Members of the Committee present: Harold Albrecht, Judy Foote, Randy Hoback, Mario Laframboise, Tom Lukiwski, Joe Preston, Yasmin Ratansi, Scott Reid and Rodney Weston.

 

Acting Members present: David Christopherson for Yvon Godin, Hon. Marlene Jennings for Marcel Proulx and Pierre A. Paquette for Claude DeBellefeuille.

 

In attendance: Library of Parliament: Nicolas Auclair, Analyst; Andre Barnes, Analyst; Sebastian Spano, Analyst.

 

Witnesses: Elections Canada: Michèle René de Cotret, General Counsel and Director, Electoral Affairs Directorate, Legal Services; Jeff Merrett, Assistant Director, Political Financing, Systems and Program Administration.

 
Pursuant to Standing Order 32(5) and the motion adopted by the Committee Thursday, September 30, 2010, the Committee resumed consideration of the report of the Chief Electoral Officer of Canada entitled "Responding to Changing Needs - Recommendations from the Chief Electoral Officer of Canada Following the 40th General Election", referred to the Committee on Wednesday, June 9, 2010.
 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the Committee continue to study the recommendations of the Chief Electoral Officer for the five remaining meetings in November.

 

It was agreed, — That the Committee invite witnesses to appear on the study on prorogation on Thursday, December 2, 2010, and that members submit any further witness suggestions for the said study to the Clerk's office by Tuesday, November 16, 2010.

 

It was agreed, — That the Committee invite the Speaker and the Clerk of the House of Commons to appear on Thursday, December 9, 2010, for one hour concerning any Supplementary Estimates (B), 2010-11, referred to the Committee.

 

At 12:57 p.m., the Committee adjourned to the call of the Chair.
