GENDER BASED ANALYSIS NOT INTEGRATED INTO DECISION-MAKING

Ottawa, April 14, 2010 -

The federal government is not meeting its commitment to use gender based analysis to support decision-making on policy and program spending initiatives, according to a report of the Standing Committee on Public Accounts presented to the House of Commons today.

In its Spring 2009 Report, the Office of the Auditor General (OAG) presented the findings of an audit on whether selected departments conduct gender based analysis (GBA), and whether they use the findings of this analysis to support decision-making. The audit found that despite efforts to improve GBA practices in a few departments and central agencies, many departments had failed to meet the government’s 1995 commitment to analyze gender impacts.

The Public Accounts Committee believes that the government should clarify its commitment to GBA and provide additional direction to departments on their obligation to undertake this important policy analysis. The Committee recommended that central agencies use their challenge role to impose a more rigorous review of departmental GBA, and that Status of Women Canada have sufficient resources to assess and promote GBA throughout the government.
