Governor in Council Appointments need to be more timely

Ottawa, March 29, 2010 -

The effectiveness of Crown corporations, tribunals and agencies is being hampered by the inability of the Governor in Council to make appointments to these bodies in a timely manner, according to a report of the Standing Committee on Public Accounts presented to the House of Commons today.

In its March 2009 Status Report, the Office of the Auditor General (OAG) examined the process for Governor in Council (GIC) appointments to Crown corporations, small entities, and the Immigration and Refugee Board (IRB). The OAG found that there are lengthy delays in making GIC appointments, resulting in vacancies and a high number of expired terms. The delays have compromised the ability of these organizations to function effectively, and have contributed to an increased inventory of unprocessed refugee claims and immigration appeals.

The Committee recommended that the Privy Council Office develop an action plan to address the concerns of the OAG; that the government develop a policy for the notice of reappointment decisions; and that the government ensure that the IRB has sufficient board members to deal with the inventory of unprocessed refugee claims and unresolved immigration appeals on a timely basis.

Additionally, the Committee noted that the Public Appointments Commission, which would oversee, monitor and review the selection process for GIC appointments, has not been operational. The Committee recommended that the Commission be implemented in accordance with the Federal Accountability Act.
