The Standing Committee on Government Operations and Estimates met in a televised session at 3:31 p.m. this day, in Room 237-C, Centre Block, the Chair, Yasmin Ratansi, presiding.

 

Members of the Committee present: Diane Bourgeois, Patrick Brown, Rod Bruinooge, Siobhan Coady, Jacques Gourde, Martha Hall Findlay, Ed Holder, Richard Nadeau, Yasmin Ratansi and Chris Warkentin.

 

Acting Members present: Paul Dewar for Pat Martin.

 

Other Members present: Olivia Chow.

 

In attendance: Library of Parliament: Lydia Scratch, Analyst; Édison Roy-César, Analyst.

 

Appearing: Hon. Stockwell Day, P.C., M.P..

 

Witnesses: Treasury Board Secretariat: David Bowie, Financial Management Directorate, Corporate Services Sector; Michelle d'Auray; Alister Smith, Expenditure Management Sector.

 
Pursuant to Standing Order 108(3)(c), the Committee commenced consideration of the Supplementary Estimates (C) 2009-2010; and
 
Pursuant to Standing Order 81(4), the Committee commenced consideration of the Main Estimates 2010-2011: Votes 1, 5, 10, 20, 25, 30, 35 and 45 under TREASURY BOARD referred to the Committee on Wednesday, March 3, 2010.
 

The Minister made a statement and answered questions.

 

At 4:32 p.m., the sitting was suspended.

At 4:35 p.m., the sitting resumed.

 

Michelle d'Auray made a statement and, with the other witnesses, answered questions.

 

At 5:14 p.m., the sitting was suspended.

At 5:15 p.m., the sitting resumed.

 

It was agreed, — That the Chair shall, at the start of a meeting where a number of witnesses belonging to the same organization will be appearing separately on the same study, canvass the Committee on the application of the Committee rule (deemed adopted on Wednesday, March 10, 2010) regarding time allocation for questioning of witnesses, in other words to determine whether the rounds of questioning by party should begin over again at the beginning when new witnesses arrive, or resume at the point they left off when the previous witness’s appearance concluded.

 

At 5:24 p.m., the sitting was suspended.

 

At 5:25 p.m., the Committee proceeded to sit in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the Clerk of the Privy Council, Wayne Wouters, Chief Human Resources Officer Daphne Meredith, and Brian Lee Crowley of the Macdonald-Laurier Institute, be invited to appear at the meeting of Monday, March 29, 2010, to discuss the demographic portrait of the federal public service in the framework of the study of the freeze on departmental budget envelopes.

 

At 5:34 p.m., the Committee adjourned to the call of the Chair.
