The Standing Committee on Government Operations and Estimates met in a televised session at 8:46 a.m. this day, in Room 237-C, Centre Block, the Chair, the Hon. John McKay, presiding.

Members of the Committee present: Diane Bourgeois, Paul Calandra, Blaine Calkins, Siobhan Coady, Jacques Gourde, Pat Martin, Hon. John McKay, Robert Vincent and Chris Warkentin.

Acting Members present: Patrick Brown for Ed Holder and Gerard Kennedy for Hon. Geoff Regan.

In attendance: Library of Parliament: Philippe LeGoff, Analyst ; Édison Roy-César, Analyst.

Witnesses: Privy Council Office: Jean-Philippe Caron, Director, Security Operations. Department of Public Works and Government Services: Alex Lakroni, Chief Financial Officer, Finance Branch. Privy Council Office: Marilyn MacPherson, Assistant Deputy Minister, Corporate Services Branch. Department of Public Works and Government Services: John McBain, Assistant Deputy Minister, Real Property Branch. Treasury Board Secretariat: Carl Trottier, Executive Director, Strategic Compensation Management, Compensation and Labour Relations Sector; Christine Walker, Assistant Secretary and Chief Financial Officer, Corporate Services.

Pursuant to Standing Order 81(5), the Committee commenced consideration of the Supplementary Estimates (B) 2010-2011: Vote 1b under PRIVY COUNCIL, Votes 1b and 5b under PUBLIC WORKS AND GOVERNMENT SERVICES and Votes 1b and 15b under TREASURY BOARD referred to the Committee on Thursday, November 4, 2010.

Alex Lakroni, Marilyn Macpherson and Christine Walker made statements and, with the other witnesses, answered questions.

The Committee proceeded to the consideration of matters related to Committee business.

Jacques Gourde moved, — That the Standing Committee on Government Operations and Estimates invite officials from Public Works and Government Services to appear at the meeting on Tuesday, November 30th, 2010, regarding the Committee study on the Management of the Department of Public Works and Government Services in awarding of contracts for the renovation of parliamentary buildings.

Debate arose thereon.

It was agreed, — That the motion moved by Jacques Gourde be referred to the Subcommittee on Agenda and Procedure for consideration.

At 10:50 a.m., the Committee adjourned to the call of the Chair.
