The Standing Committee on Government Operations and Estimates met in a televised session at 3:32 p.m. this day, in Room 253-D, Centre Block, the Chair, Yasmin Ratansi, presiding.

 

Members of the Committee present: Patrick Brown, Rod Bruinooge, Jacques Gourde, Martha Hall Findlay, Ed Holder, Pat Martin, Richard Nadeau, Yasmin Ratansi and Chris Warkentin.

 

Acting Members present: Paul Calandra for Rod Bruinooge, Meili Faille for Diane Bourgeois, Derek Lee for Martha Hall Findlay and Alexandra Mendes for Siobhan Coady.

 

In attendance: Library of Parliament: Philippe LeGoff, Analyst; Édison Roy-César, Analyst.

 

Witnesses: Department of Public Works and Government Services: Frank Brunetta, Assistant Deputy Minister, Departmental Oversight Branch; Rick DeBenetti, Director General, Corporate Services; John McBain, Assistant Deputy Minister, Real Property Branch. SNC Lavalin Operations and Maintenance (O & M): Martin Lefebvre, General Manager, Public Works and Government Services Canada; Charles Rate, President; Justin Sharp, Senior Vice-President, Facility Management.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Monday, March 15, 2010, the Committee resumed its study of federal buildings maintenance contracts.
 

John McBain made a statement and, with the other witnesses, answered questions.

 

At 4:13 p.m., the sitting was suspended.

At 4:15 p.m., the sitting resumed.

 

Charles Rate made a statement and, with the other witnesses, answered questions.

 

At 4:28 p.m., the sitting was suspended.

At 4:29 p.m., the sitting resumed in camera.

 

At 4:36 p.m., the sitting was suspended.

At 4:37 p.m., the sitting resumed in public.

 

At 5:05 p.m., the sitting was suspended.

At 5:07 p.m., the sitting resumed.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Alexandra Mendes moved, — That, as part of its study of renewable energy projects funded by the government, the Committee invite Arthur Hamilton to appear at its meeting of Wednesday, June 9, 2010.

 

After debate, the question was put on the motion and it was agreed to, by a show of hands: YEAS: 7; NAYS: 1.

 

It was agreed, — That, notwithstanding the Committee’s previous decision, Helena Guergis be invited to appear on Wednesday, June 16, 2010, during the second hour of the meeting regarding the study of renewable energy projects funded by the government.

 

It was agreed, — That the invitation for Rahim Jaffer to appear at the meeting of Wednesday, June 9, 2010, with regard to the study renewable energy projects funding by the government stand; and that, should Rahim Jaffer not appear this Wednesday, the Committee summon him to appear, pursuant to Standing Order 108(1)a), on Wednesday, June 16, 2010, at 3:30 p.m., in Room 237-C, Centre Block.

 

At 5:34 p.m., the sitting was suspended.

At 5:35 p.m., the sitting resumed in camera.

 
Pursuant to Standing Order 108(3)(c) and the motion adopted by the Committee on Wednesday, May 12, 2010, the Committee resumed its study of the claim relating to lobbying activities by the Member for Scarborough-Rouge River.
 

The Committee resumed consideration of a draft report.

 

It was agreed, — That the draft report be adopted.

 

It was agreed, — That the Committee append to its report the dissenting opinion of the Liberal Party of Canada, provided that it does not exceed two pages in length and is submitted to the Committee Clerk by 5:30 pm on Tuesday, June 8, 2010.

 

It was agreed, — That the Chair present the report to the House.

 

At 5:53 p.m., the Committee adjourned to the call of the Chair.
