The Standing Committee on National Defence met at 4:05 p.m. this day, in Room 362, East Block, the Chair, the Hon. Maxime Bernier, presiding.

 

Members of the Committee present: Claude Bachand, Hon. Maxime Bernier, Ray Boughen, Peter Braid, Hon. Ken Dryden, Cheryl Gallant, Hon. Laurie Hawn, Hon. Dominic LeBlanc, LaVar Payne and Hon. Bryon Wilfert.

 

Acting Members present: Malcolm Allen for Jack Harris, Robert Bouchard for Pascal-Pierre Paillé and Yves Lessard for Claude Bachand.

 

In attendance: Library of Parliament: Wolfgang Koerner, Analyst; Melissa Radford, Analyst. House of Commons: David-Andrés Novoa, Procedural Clerk.

 

Appearing: Hon. Peter Gordon MacKay, P.C., M.P., Minister of National Defence.

 

Witnesses: Department of National Defence: VAdm Bruce Donaldson, Vice-Chief of the Defence Staff; Robert Fonberg, Deputy Minister; David Jacobson, Chief of Staff , Assistant Deputy Minister (Materiel); Kevin Lindsey, Assistant Deputy Minister and Chief Financial Officer, Finance and Corporate Services.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Bryon Wilfert moved, — That the committee request that the Department of National Defence provide it with passenger manifests for all travel on Challenger Aircraft by the Honourable Jason Kenney since January 1, 2007 and that this information be provided to the committee in electronic form within 5 calendar days.

 

The question was put on the motion and it was agreed to, by a show of hands: YEAS: 11; NAYS: 0.

 

By unanimous consent, it was agreed, — That, after the conclusion of the study on Bill C-41, An Act to amend the National Defence Act and to make consequential amendments to other Acts, a briefing session be held on Wednesday, March 23, 2011 on the situation in Libya.

 
Pursuant to Standing Order 81(5), the Committee commenced consideration of the Supplementary Estimates (C) 2010-2011: Vote 1c and 5c under NATIONAL DEFENCE referred to the Committee on Tuesday, February 8, 2011.
 

The Chair called Vote 1c under NATIONAL DEFENCE.

 

The Minister made a statement and with Kevin Lindsey answered questions.

 

Vote 1c under NATIONAL DEFENCE carried.

 

The Chair called Vote 5c under NATIONAL DEFENCE.

 

Vote 5c under NATIONAL DEFENCE carried.

 

ORDERED, — That the Chair report Votes 1c and 5c under NATIONAL DEFENCE to the House.

 

At 5:07 p.m., the sitting was suspended.

At 5:08 p.m., the sitting resumed in camera.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Monday, February 28, 2011, the Committee commenced its study of Leasing of MI-17 Helicopters.
 

The Minister made a statement and answered questions.

 

At 6:03 p.m., the Committee adjourned to the call of the Chair.
