Report Tabled on Immigration as a Development Tool in Official Language Minority Communities

Ottawa, November 29, 2010 -

Steven Blaney, Chair of the Standing Committee on Official Languages, tabled today in the House of Commons the Committee’s report entitled Recruitment, Intake and Integration: What Does the Future Hold for Immigration to Official Language Minority Communities? The report sets out 21 recommendations concerning the capacity of official language minority communities (OLMCs) to recruit, receive and integrate newcomers, and the federal government’s capacity to support the vitality of OLMCs through immigration initiatives, partners and funding.

The Committee concluded that, in general, francophone minority communities are not receiving a sufficient percentage of French-speaking immigrants to provide for their resourcing and potentially increase their demographic weight, thereby advancing their sociocultural development.

Like its francophone counterparts, the Anglo-Quebec community seeks to ensure its vitality through immigration. Anglo-Quebeckers are looking to the federal government to make a commitment on immigration, while still respecting the parameters of the Canada-Quebec Accord on Immigration.

The Bloc Québécois has issued a dissenting opinion on the Committee’s report.

This is the Committee’s second report on immigration to OLMCs. A previous document was issued in 2003.

The House of Commons Standing Committee on Official Languages is composed of 12 members, with Steven Blaney (Lévis–Bellechasse) serving as Chair and Hon. Mauril Bélanger (Ottawa–Vanier) and Yvon Godin (Acadie–Bathurst) as Vice-chairs. The other members are Royal Galipeau (Ottawa–Orléans), Bernard Généreux (Montmagny–L’Islet–Kamouraska–Rivière-du-Loup), Monique Guay (Rivière-du-Nord), Guy Lauzon (Stormont–Dundas–South Glengarry), Brian Murphy (Moncton–Riverview–Dieppe), Richard Nadeau (Gatineau), Tilly O’Neill-Gordon (Miramichi), Greg Rickford (Kenora) and Lise Zarac (LaSalle–Émard).
