The Standing Committee on Justice and Human Rights met in a televised session at 3:31 p.m. this day, in Room 253-D, Centre Block, the Chair, Ed Fast, presiding.

 

Members of the Committee present: Joe Comartin, Bob Dechert, Ed Fast, Hon. Marlene Jennings, Derek Lee, Marc Lemay, Serge Ménard, Brian Murphy, Rick Norlock, Daniel Petit, Brent Rathgeber and Stephen Woodworth.

 

In attendance: Library of Parliament: Dominique Valiquet, Analyst; Robin MacKay, Analyst.

 

Witnesses: As individuals: Anthony N. Doob, Professor, Centre of Criminology, University of Toronto; Allan Manson, Professor, Queen's University, Faculty of Law. John Howard Society of Canada: Ed McIsaac, Interim Director, Policy. Victims of Violence: Sharon Rosenfeldt, President. As an individual: Raymond King.

 
Pursuant to the Order of Reference of Tuesday, November 16, 2010, the Committee resumed consideration of Bill C-48, An Act to amend the Criminal Code and to make consequential amendments to the National Defence Act.
 

Anthony N. Doob and Allan Manson made statements and answered questions.

 

It was agreed, — That the proposed budget in the amount of $7,750, in relation to the study on Bill C-48, An Act to amend the Criminal Code and to make consequential amendments to the National Defence Act, be adopted.

 

The Chair presented the Sixth Report from the Subcommittee on Agenda and Procedure which read as follows:

Your Subcommittee met on Tuesday, December 7, 2010, to consider the business of the Committee and agreed to make the following recommendations:

1. On the study on the state of organized crime

That on Tuesday, December 14, 2010, the Committee resume consideration of the draft report on organized crime;

2. On Bill C-54

That on Bill C-54, An Act to amend the Criminal Code (sexual offences against children) (Protecting Children from Sexual Predators Act), the Committee invite the Minister of Justice to appear on Thursday, December 16, 2010, or at the first meeting after the winter adjournment, subject to availability; and

That for the two subsequent meetings following the meeting with the Minister of Justice, the Committee invite witnesses (to be determined) and proceed to clause-by-clause consideration.

 

It was agreed, — That the report of the Subcommittee be concurred in.

 

At 4:35 p.m., the sitting was suspended.

At 4:37 p.m., the sitting resumed.

 

Ed McIsaac, Sharon Rosenfeldt and Raymond King made statements and answered questions.

 

At 5:31 p.m., the Committee adjourned to the call of the Chair.
