The Standing Committee on Human Resources, Skills and Social Development and the Status of Persons with Disabilities met at 8:49 a.m. this day, in Room 8-53, 131 Queen St., the Chair, Candice Hoeppner, presiding.

 

Members of the Committee present: Josée Beaudin, Hon. Rick Casson, Candice Hoeppner, Ed Komarnicki, Yves Lessard, Hon. Maria Minna, Michael John Savage, Maurice Vellacott, Jeff Watson and Alice Wong.

 

Acting Members present: Siobhan Coady for Raymonde Folco, Joe Comartin for Tony Martin and Hon. Judy Sgro for Raymonde Folco.

 

In attendance: Library of Parliament: Sandra Gruescu, Analyst; André Léonard, Analyst. House of Commons: Lucie Tardif-Carpentier, Legislative Clerk.

 

Witnesses: Department of Human Resources and Skills Development: Rose-Gabrielle Birba, Senior Counsel, Legal Services; Dominique La Salle, Director General, Seniors and Pensions Policy Secretariat.

 
Pursuant to the Order of Reference of Friday, September 24, 2010, the Committee resumed consideration of Bill C-31, An Act to amend the Old Age Security Act.
 

The Committee commenced its clause-by-clause study of the Bill.

 

Dominique La Salle and Rose-Gabrielle Birba answered questions.

 

Pursuant to Standing Order 75(1), consideration of Clause 1 was postponed.

The Chair called Clause 2.

 

Clause 2 carried.

 

Clause 3 carried on division.

 

On Clause 4,

Joe Comartin moved, — That Bill C-31, in Clause 4, be amended by replacing lines 11 and 12 on page 2 with the following:

“but only after they or the Correctional Service of Canada notify the Minister in writing of the person's presumptive release date.”

Debate arose thereon.

 

At 9:28 a.m., the sitting was suspended.

At 9:42 a.m., the sitting resumed.

 

Yves Lessard moved, — That the amendment be amended by adding after the word “Canada” the following:

“, with the authorization of the incarcerated person, ”

At 10:25 a.m., the sitting was suspended.

At 10:35 a.m., the sitting resumed.

 

By unanimous consent, the subamendment was withdrawn.

 

By unanimous consent, the amendment was withdrawn.

 

By unanimous consent, it was agreed, — That Bill C-31, in Clause 4, be amended by replacing line 12 on page 2 with the following:

“before or after their release.”

 

By unanimous consent, it was agreed, — That the result of the vote on the previous amendment be applied to the following four (4) amendments which are therefore also adopted:

That Bill C-31, in Clause 5, be amended by replacing line 19 on page 2 with the following:

“in writing before or after their release.”

That Bill C-31, in Clause 7, be amended by replacing lines 24 and 25 on page 4 with the following:

“(a) have notified the Minister in writing before or after their release; and ”

That Bill C-31, in Clause 8, be amended by replacing lines 14 and 15 on page 5 with the following:

“(a) have notified the Minister in writing before or after their release; and”

That Bill C-31, in Clause 10, be amended by replacing lines 14 and 15 on page 6 with the following:

“(a) have notified the Minister in writing before or after their release; and ”

 

Clause 4, as amended, carried.

 

Clause 5, as amended, carried.

 

Clause 6 carried.

 

Clause 7, as amended, carried.

 

Clause 8, as amended, carried.

 

Clause 9 carried.

 

Clause 10, as amended, carried.
