The Standing Committee on Human Resources, Skills and Social Development and the Status of Persons with Disabilities met by teleconference at 8:48 a.m. this day, in Room 8-53 131 Queen St., the Chair, Candice Hoeppner, presiding.

 

Members of the Committee present: Josée Beaudin, Hon. Rick Casson, Raymonde Folco, Candice Hoeppner, Ed Komarnicki, Yves Lessard, Hon. Maria Minna, Michael John Savage, Maurice Vellacott, Jeff Watson and Alice Wong.

 

Acting Members present: Joe Comartin for Tony Martin and Bonnie Crombie for Raymonde Folco.

 

In attendance: Library of Parliament: Chantal Collin, Analyst; André Léonard, Analyst; Sandra Gruescu, Analyst.

 

Witnesses: Department of Human Resources and Skills Development: Dominique La Salle, Director General, Seniors and Pensions Policy Secretariat; Jacques Paquette, Senior Assistant Deputy Minister, Income Security and Social Development Branch.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Michael John Savage moved, — That the Committee study the impact of cancelling the long form census, particularly as it relates to planning and tracking of vital social trends related to economic security, labour markets and social program development for those Canadians living and on the cusp of living in poverty, and that this Committee report back to the House its conclusion and findings.

Debate arose thereon.

 

After debate, the question was put on the motion and it was agreed to, by a show of hands: YEAS: 6; NAYS: 5.

 

Michael John Savage moved, — That the HUMA Committee undertake a comprehensive review of the Student Loans Program, including an assessment of the blend of repayable and non-repayable assistance being provided to students, and that the Committee make specific recommendations to government with regard to long-term options designed to ensure smooth flow of suitable student aid funding to future learners, and that the Committee report its findings to the House of Commons.

Debate arose thereon.

 

After debate, the question was put on the motion and it was agreed to, by a show of hands: YEAS: 6; NAYS: 4.

 

At 9:12 a.m., the sitting was suspended.

At 9:15 a.m., the sitting resumed in camera.

 

It was agreed, — That the Committee hold an extra meeting to deal with the Draft Report on Poverty and that the study of Bill C-31 be carried on, at the normally scheduled meetings of the Committee.

 

It was agreed, — That on Tuesday, October 19, 2010 the Subcommittee on Agenda and Procedure meet from 8:45 a.m. to 9:45 a.m. That the full Committee meet from 10:00 a.m. to 11:00 a.m. on Bill C-31 and that, from 11:00 a.m. to 1:00 p.m. the Committee meet to deal with the Draft Report on Poverty.

 

At 10:09 a.m., the sitting was suspended.

At 10:11 a.m., the sitting resumed.

 
Pursuant to the Order of Reference of Friday, September 24, 2010, the Committee commenced consideration of Bill C-31, An Act to amend the Old Age Security Act.
 

Jacques Paquette and Dominique La Salle answered questions.

 

At 10:45 a.m., the Committee adjourned to the call of the Chair.
