The Standing Committee on Health met by teleconference at 9:04 a.m. this day, in Room 853 131 Queen St., the Chair, Joy Smith, presiding.

 

Members of the Committee present: Hon. Carolyn Bennett, Patrick Brown, Colin Carrie, Patricia Davidson, Luc Malo, Cathy McLeod, Joyce Murray, Joy Smith and Tim Uppal.

 

Acting Members present: Serge Cardin for Nicolas Dufour, Carol Hughes for Judy Wasylycia-Leis and Hon. Maria Minna for Kirsty Duncan.

 

In attendance: Library of Parliament: Marie Chia, Analyst; Karin Phillips, Analyst.

 

Witnesses: Canadian Wireless Telecommunications Association: Marc Choma, Director of Communications; Bernard Lord, President and Chief Executive Officer. Collectif S.E.M.O. Save our Children from microwave: Daniel Fortin, Consultant; François Therrien, Spokesperson. Department of Health: Beth Pieterson, Director General, Environmental and Radiation Health Sciences Directorate. As an individual: Magda Havas, Professor. GSM Association: Jack Rowley, Director, Research and Sustainability, Public Policy.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, March 30, 2010, the Committee commenced its study on the Impact of Microwaves on Human Health.
 

Bernard Lord, François Therrien, Beth Pieterson, Magda Havas by teleconference from Baltimore, Maryland and Jack Rowley by videoconference from Dublin, Ireland made statements and, with the other witness, answered questions.

 

At 10:42 a.m., by unanimous consent and pursuant to Standing Order 115(5), it was agreed that the Committee continue to sit.

 

Joyce Murray moved, — That since the regulation of radiation emitting devices related to radio and telecommunications, such as wireless phones and their phone base stations is the responsability of Industry Canada, and since members of this Committee requested that an Industry Canada representative appear in relation to the Committee's study of the potential health effects of electromagnetic radiation emitting devices, therefore this Committee requires the presence of Industry Canada at the next meeting concerning this study.

Debate arose thereon.

 

Colin Carrie moved, — That the motion be amended by replacing the word “requires” with the words “strongly requests”.

 

After debate, the question was put on the amendment of Colin Carrie and it was agreed to.

The motion, as amended, read as follows:

That since the regulation of radiation emitting devices related to radio and telecommunications, such as wireless phones and their phone base stations is the responsability of Industry Canada, and since members of this Committee requested that an Industry Canada representative appear in relation to the Committee's study of the potential health effects of electromagnetic radiation emitting devices, therefore this Committee strongly requests the presence of Industry Canada at the next meeting concerning this study.

 

At 10:45 a.m., the Committee adjourned to the call of the Chair.
