The Standing Committee on Foreign Affairs and International Development met in camera at 3:29 p.m. this day, in Room 268, La Promenade Building, the Chair, Dean Allison, presiding.

 

Members of the Committee present: Dean Allison, Lois Brown, Johanne Deschamps, Paul Dewar, Jean Dorion, James Lunney, Deepak Obhrai, Glen Douglas Pearson, Hon. Bob Rae and Dave Van Kesteren.

 

Acting Members present: Jack Harris for Peter Goldring and Hon. John McKay for Bernard Patry.

 

In attendance: Library of Parliament: Allison Goody, Analyst; James Lee, Analyst.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That a meeting be held on Wednesday, March 2, 2011, on the subject of nuclear disarmament, for a period of one hour.

 

It was agreed, — That the Committee invite both the Minister of Foreign Affairs and the Minister of International Cooperation to appear on the Supplementary Estimates (C), as referred to the Committee on Tuesday, February 8, 2011.

 

It was agreed, — That the Committee adopt a budget in the amount of $38,500, in relation to its study of international disaster response and the situation in Haiti.

 

At 3:41 p.m., the sitting was suspended.

 

At 3:41 p.m., the Committee proceeded to sit in public.

 

The Committee proceeded to the consideration of an alleged breach of privilege related to testimony given by the Minister of International Cooperation at the Thursday, December 9, 2010 meeting of the Committee.

The Chair ruled the issue as related to privilege.

 

ORDERED, — That the analysts and the Clerk prepare a draft report summarizing the facts, in light of the testimony given by the Minister of International Cooperation at the Thursday, December 9, 2010 meeting of the Committee.

 

It was agreed, — That the draft report be taken under consideration at the meeting scheduled on Wednesday, February 16, 2011; and that the appearance of Aurel Braun, Chair of the Board of Directors at Rights & Democracy, previously scheduled on that day, be postponed until March 2011.

 

At 4:29 p.m., the sitting was suspended.

 

At 4:30 p.m., the Committee proceeded to sit in camera.

 

It was agreed, — That a joint meeting be held with the Standing Committee on International Trade, in order for officials from the Department of Foreign Affairs and International Trade to brief members on the issue of the InterAmerican Development Bank.

 

At 4:33 p.m., the Committee adjourned to the call of the Chair.
