The Standing Committee on Access to Information, Privacy and Ethics met in a televised session at 11:08 a.m. this day, in Room 237-C, Centre Block, the Chair, Paul Szabo, presiding.

 

Members of the Committee present: Kelly Block, Patricia Davidson, Hon. Wayne Easter, Judy Foote, Carole Freeman, Pierre Poilievre, Bill Siksay and Paul Szabo.

 

Acting Members present: Hon. John Baird for Rick Casson, Randy Hoback for Greg Rickford and Louis Plamondon for Ève-Mary Thaï Thi Lac.

 

In attendance: Library of Parliament: Alysia Davies, Analyst; Dara Lithwick, Analyst.

 

Witnesses: Office of the Prime Minister: Dimitri Soudas, Director, Communications.

 
Pursuant to Standing Order 108(3)h)(vi) and the motion adopted by the Committee on Thursday, April 1, 2010, the Committee resumed its study on allegations of interference in access to information requests.
 
The witness is not present.
 

Carole Freeman moved, — That the Committee invite the Law Clerk, Rob Walsh, to explain the consequences of the witnesses' failure to appear before the Committee.

Debate arose thereon.

 

Pierre Poilievre moved, — That the motion be amended by replacing the words “Rob Walsh” with the words “Minister John Baird”.

Debate arose thereon.

 

The question was put on the amendment and the result of the vote was announced: YEAS: 5; NAYS: 5.

Whereupon, the Chair voted in the negative.

Accordingly, the amendment was negatived.

 

After debate, the question was put on the motion and it was agreed to on the following recorded division: YEAS: John Baird, Wayne Easter, Judy Foote, Carole Freeman, Randy Hoback, Louis Plamondon — 6; NAYS: Bill Siksay — 1.

 

The Committee commenced a discussion on a Draft Report on the non-appearance of Sébastien Togneri, Jillian Andrews and Dimitri Soudas.

 

Debate arose thereon.

 

Wayne Easter moved, — That the Committee do now adjourn.

 

The question was put on the motion and it was agreed to on the following recorded division: YEAS: John Baird, Kelly Block, Patricia Davidson, Wayne Easter, Judy Foote, Carole Freeman, Randy Hoback, Louis Plamondon, Pierre Poilievre — 9; NAYS: Bill Siksay — 1.

 

At 12:48 p.m., the Committee adjourned to the call of the Chair.
