The Standing Committee on Access to Information, Privacy and Ethics met in a televised session at 11:07 a.m. this day, in Room 237-C, Centre Block, the Chair, Paul Szabo, presiding.

 

Members of the Committee present: Patricia Davidson, Hon. Wayne Easter, Judy Foote, Pierre Poilievre, Greg Rickford, Bill Siksay and Paul Szabo.

 

Acting Members present: France Bonsant for Ève-Mary Thaï Thi Lac, Luc Desnoyers for Carole Freeman, Tom Lukiwski for Rick Casson and Cathy McLeod for Kelly Block.

 

Other Members present: Hon. Christian Paradis.

 

In attendance: Library of Parliament: Alysia Davies, Analyst; Dara Lithwick, Analyst. House of Commons: Jean-François Pagé, Procedural Clerk.

 

Witnesses: As an individual: Sébastien Togneri, Former Parliamentary Affairs Director, Department of Public Works and Government Services.

 
Pursuant to Standing Order 108(3)h)(vi) and the motion adopted by the Committee on Thursday, April 1, 2010, the Committee resumed its study on allegations of interference in access to information requests.
 

The witness is not present.

 

Bill Siksay moved, — That the Committee report to the House Sébastien Togneri's refusal to appear before the Committee.

Debate arose thereon.

 

Wayne Easter moved, — That the debate be now adjourned until next Thursday.

 

The question was put on the motion and it was negatived on the following recorded division:YEAS: Wayne Easter, Judy Foote, Bill Siksay — 3; NAYS: France Bonsant, Patricia Davidson, Luc Desnoyers, Tom Lukiwski, Cathy McLeod, Pierre Poilievre, Greg Rickford — 7.

 

The debate on the motion continues.

 

Luc Desnoyers moved, — That the Committee adjourn the motion until Tuesday and move to item 2 of the agenda.

 

The question was put on the motion and the result of the vote was announced: YEAS: France Bonsant, Luc Desnoyers, Wayne Easter, Judy Foote, Bill Siksay — 5; NAYS: Patricia Davidson, Tom Lukiwski, Cathy McLeod, Pierre Poilievre, Greg Rickford — 5.

Whereupon, the Chair voted in the affirmative.

Accordingly, the motion was agreed to.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Patricia Davidson moved, — That the Committee invite Minister Paradis to immediately present an opening statement and answer question on the subject matter of the meeting.

 

The Chair ruled the proposed motion out of order.

 

Pierre Poilievre moved, — That the Minister be allowed to speak.

Debate arose thereon.

 

Luc Desnoyers moved, — That the Committee do now adjourn.

 

The question was put on the motion and it was agreed to on the following recorded division: YEAS: France Bonsant, Patricia Davidson, Luc Desnoyers, Wayne Easter, Judy Foote, Cathy McLeod, Pierre Poilievre, Greg Rickford, Bill Siksay — 9; NAYS: — 0.

 

At 12:48 p.m., the Committee adjourned to the call of the Chair.
