The Standing Committee on International Trade met at 3:36 p.m. this day, in Room C-180, 1 Wellington Street, the Chair, Lee Richardson, presiding.

 

Members of the Committee present: Dean Allison, John Cannis, Ed Holder, Gerald Keddy, Jean-Yves Laforest, Lee Richardson, Mario Silva and Brad Trost.

 

Acting Members present: Malcolm Allen for Peter Julian, Lois Brown for Ron Cannan, Hon. Gurbax S. Malhi for Martha Hall Findlay and Louis Plamondon for Claude Guimond.

 

In attendance: Library of Parliament: Alexandre Gauthier, Analyst.

 

Witnesses: Forest Products Association of Canada: Andrew Casey, Vice-President, Public Affairs and International Trade. SNC-Lavalin Inc.: Robert G. Blackburn, Senior Vice-President, SNC-Lavalin International. Canada Revenue Agency: Brian McCauley, Assistant Commissioner, Legislative Policy and Regulatory Affairs Branch; Richard Montroy, Deputy Assistant Commissioner, Compliance Programs Branch; François Ranger, Acting Director General, International and Large Business Directorate, Compliance Programs Branch. Canada Pork International: Edouard Asnong, President; Martin Lavoie, Assistant Executive Director. Public Citizen's Global Trade Watch: Todd Tucker, Research Director.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That, in relation to the study of Bill C-46, An Act to implement the Free Trade Agreement between Canada and the Republic of Panama, the Agreement on the Environment between Canada and the Republic of Panama and the Agreement on Labour Cooperation between Canada and the Republic of Panama, the proposed budget in the amount of $33,500 be adopted.

 

It was agreed, — That the Standing Committee on International Trade be authorized to purchase up to $600 in gifts to be presented to foreign hosts during its trip to London, United Kingdom; Strasbourg, France; Budapest, Hungary and Rome, Italy from Saturday, November 20 to Friday, November 26, 2010.

 
Pursuant to the Order of Reference of Tuesday, October 26, 2010, the Committee resumed consideration of Bill C-46, An Act to implement the Free Trade Agreement between Canada and the Republic of Panama, the Agreement on the Environment between Canada and the Republic of Panama and the Agreement on Labour Cooperation between Canada and the Republic of Panama.
 

Andrew Casey and Robert G. Blackburn made statements and answered questions.

 

At 4:28 p.m., the sitting was suspended.

At 4:34 p.m., the sitting resumed.

 

Martin Lavoie, Todd Tucker and Richard Montroy made statements and, with the other witnesses, answered questions.

 

At 5:21 p.m., the sitting was suspended.

At 5:24 p.m., the sitting resumed in camera.
