The Standing Committee on Natural Resources met at 4:41 p.m. this day, in Room 371, West Block, the Chair, Leon Benoit, presiding.

 

Members of the Committee present: Mike Allen, David Anderson, Hon. Navdeep Bains, Leon Benoit, France Bonsant, Paule Brunelle, Nathan Cullen, Russ Hiebert, Hon. Geoff Regan, Devinder Shory, Alan Tonks and Bradley R. Trost.

 

In attendance: Library of Parliament: Jean-Luc Bourdages, Analyst; Mohamed Zakzouk, Analyst. House of Commons: Miriam Burke, Committee Clerk.

 

Witnesses: Federation of Canadian Municipalities: Eamonn Horan-Lunney, Manager, Intergovernmental Relations; Andrew Cowan, Senior Manager, Knowledge Management Unit; Shannon Watt, Analyst, Policy and Research. Canada Green Building Council: Thomas Mueller, President and Chief Executive Officer.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Thursday, February 12, 2009, the Committee resumed its study on the Contribution of integrated approaches for providing energy services in Canadian communities.
 

It was agreed, — That the witnesses that were scheduled for the meeting of Tuesday, March 3, 2009, on the study of the contribution of integrated approaches for providing energy services in Canadian communities be rescheduled to appear on Tuesday March 10, 2009.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Nathan Cullen moved, — That the Minister of Natural Resources appear before the Standing Committee on Natural Resources to account for the new developments that pertain to the events related to the spill of “heavy water” at the Chalk River Nuclear facility on December 5, 2008.

Debate arose thereon.

 

Geoff Regan moved, — That the motion be amended by adding the following: “and to discuss the impact of additional funding on ongoing leaks at Chalk River”.

Debate arose thereon.

 

David Anderson moved, — That the debate be now adjourned.

 

The question was put on the motion and it was negatived, by a show of hands: YEAS: 5; NAYS: 6.

 

The question was put on the amendment of Geoff Regan and it was agreed to, by a show of hands: YEAS: 6; NAYS: 5.

 

The Committee resumed consideration of the motion, as amended, of Nathan Cullen.

 

David Anderson moved, — That the Committee do now adjourn.

 

The question was put on the motion and it was negatived, by a show of hands: YEAS: 5; NAYS: 6.

 

By unanimous consent, Nathan Cullen's motion, as amended, was withdrawn.

 

It was agreed on division, — That the Minister of Natural Resources appear before the Committee, to discuss issues relevant to the Chalk River Nuclear Facility.

 

At 5:41 p.m., the Committee adjourned to the call of the Chair.
